Scope:

ACCES Employment\xe2\x80\x99s innovative Pre-Arrival Services provide sector-specific training and employment services to newcomers prior to their arrival in Canada, helping them to make more informed choices about settling in Canada and accelerating their labour market integration.

This position is an exceptional career opportunity for someone with project development, leadership, business development, and marketing skills. Reporting to the Senior Director of Services and Program Development, this position\xe2\x80\x99s primary responsibilities include project development, leadership, and supervision of staff, along with the overall administration of the project outcomes. The project will deliver sector-specific bridging programs to overseas clients in multiple countries through an online services platform. As part of the management team, this is a non-unionized position.

Duties and Responsibilities:

  • Plan and implement all project activities such as client and employer outreach, scheduling service delivery, evaluation, collecting and monitoring client data and program outcomes. to support internationally trained professionals to meet their employment objectives.
  • Work closely with a wide range of internal and external stakeholders to manage and oversee the pre-arrival online services platform, curriculum development and service delivery.
  • Establish, maintain, and grow pan-Canada and international partnerships that support strong program intake and program outcomes for Pre-Arrival Services, including the Canadian Employment Connections program and the Connecting Canada project.
  • Responsible for compiling and analyzing program data; preparing all reports required by ACCES and by funders, pertaining to Program and outcomes.
  • Ensure that all project activities are delivered in accordance with organizational policies and procedures as well as funder contractual agreements.
  • Ensure that all project deliverables and outcomes are met or exceeded, including targeted employment outcomes.
  • Work closely with Project Managers, program teams, and other ACCES staff to coordinate and support the placement of clients in various sectors across Canada.
  • Work closely with Program Coordinators to review and audit project data to ensure proper documentation and adherence to service delivery standards.
  • Report program activities and make recommendations to senior management regarding strategies and activities that improve program administration efficiency and effectiveness; support implementation of recommended strategies and ensure program targets are met and exceeded.
  • Responsible for managing all program staffing activities including recruitment, supervision, performance management, staff engagement and training, etc.
  • Work closely with ACCES Finance, Administration and Human Resources departments to manage program budgets and oversee employment and third-party contracts.
  • Plan and prepare funding proposals to support program sustainability and growth through government and corporate funding.
  • Establish and facilitate the activities of a Program Advisory Committee
  • Follow and enforce procedures established to protect worker health and safety.
  • Other duties as assigned include support of site activities and evening supervisor shift rotation.
Required Qualifications:
  • University degree in human services, employment services, business, or a related field.
  • 5 years of related work and management experience including project development/management and staff supervision.
  • Experience with working in an online service delivery environment is required.
  • A strong understanding of, and experience with, online asynchronous curriculum development is required.
  • Experience delivering pan-Canada projects in partnership with other service-providing organizations and employers is a strong asset.
  • Previous experience in the not-for-profit sector and/or employment sector and working in a diverse community is an asset.
  • Understanding labour market challenges and barriers, particularly as they relate to internationally trained professionals.
  • Demonstrated leadership experience, a collaborative decision maker, and an open and effective communicator who values diversity.
  • Project Management (PMP) designation, or in progress, is considered an asset.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills necessary to work effectively with all levels in the organization as well as with clients, employers, community partners, other service providers and funders.
  • Experience developing community partnerships and funding proposals.
  • Ability to prioritize, strong time management skills and flexibility to respond to time-sensitive issues and frequently changing priorities while meeting competing deadlines.
  • Exceptional planning, organization, and problem-solving skills; must be pro-active, and have a sense of urgency.
  • Proven strength in human resources areas such as performance management, team leadership, and staff coaching/mentoring etc.
  • Experienced and highly proficient working in an MS Office environment; including online virtual platforms and online service delivery or related platforms such as Zoom, WebEx, and Microsoft Teams.
  • Ability to travel between project/program delivery locations and/or partner and employer organizations, or as needed.
  • Flexibility to work occasional evenings and weekends.
We are currently on a hybrid work schedule, working in the office and from home. This hybrid work schedule is subject to change based on business requirements.
