:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Today, PRESTO offers one of the most globally advanced fare payment systems in the world having delivered new ways to pay for customers, including real time PRESTO Contactless with credit and Interac debit and PRESTO in Mobile Wallet across its transit agency clients, including the Toronto Transit Commission (TTC). Enhancing the customer experience through continuous improvement while working with our transit agency clients to support their needs, and maintaining a system that performs exceptionally, continue to drive PRESTO toward making transit better for all.Our PRESTO's Risk, Compliance & Practice team is looking to hire a Senior Manager, PRESTO Risk Management. The Senior manager will play a key role in reviewing and recommending operational and strategic risk management programs that minimize the organization's current and future exposure to financial, operational, or other risks, and consulting with key stakeholders on identified risks on mitigation strategy. They will provide strategic advice on risk management practices across PRESTO to ensure sound risk governance principles are developed and maintained within all pillars of PRESTO. Furthermore, providing technical leadership and expertise in the development, enhancement, and oversight of the PRESTO Fraud Management framework is key to this role. This includes providing guidance on the structure, enhancement to analytical program and effective management of the full fraud cycle (strategy, prevention, detection, investigation).What will I be doing?

  • Responsible for the leadership and delivery of Risk Management framework across all pillars of PRESTO including, Solutions & Technology, Operations & Delivery, Customer & Client, and Chief Payments Office
  • Provides strategic advice and guidance to senior leadership on risk identification, assessment, response, monitoring and reporting on known and emerging risks. Monitors the progression of planned actions designed to mitigate PRESTO's risk assisting the teams where appropriate to reduce likelihood of occurrence
  • Accountable for the risk management process including monthly risk reporting to Enterprise Risk Management as well as the continuous improvement of risk reporting capabilities, drawing on previous experience and industry best practice
  • Establishes the PRESTO process for risks reporting cycles and ensures accountability within each pillar ensuring the risk and associated action plans are relevant and have a direct impact on initiatives
  • Actively work with Enterprise Risk Management to leverage the existing systems & technology solutions in place for monthly reporting to allow for automation internally within PRESTO
  • Accountable for PRESTO Fraud Management and Oversight
  • Assists in the development of strategic directions for PRESTO Fraud framework by leveraging industry norms, principles, standards, and best practices
  • Continuous development of an analytics program to enhance fraud posture, this also includes experience with existing fraud management tools
  • Enhance the maturation of monitoring/detection and investigation process to limit fraud exposure
  • Provides expert technical advice and leadership to clients (internal and external), partners and third-party service providers regarding PRESTO's Fraud and financial mitigation
  • Leads control gap assessment engagements from independent third party and leads the mitigation strategy for risk identified
  • Develops fraud reporting to PRESTO leadership and Fraud Steer Co
  • Works with VPs, Directors, Risk Owners in PRESTO, and risk champions across PRESTO in managing and reporting risks across all pillars
  • Develops, documents, and implements risk management practices and procedures for recording, investigating, monitoring of all risks
  • Designs and coordinates consultation to create organizational awareness of Risk and Fraud Management communication channels for all staff
  • Responsible for the identification of key performance indicators for risk management and performs regular data analytics with associated tracking & reporting
  • Manages the day-to-day management of a fraud team and works closely with the director to buildout a high performance team to limit PRESTO fraud exposure

  • Lead the audit coordination activity from both internal and external auditors, this would include aligning on scope, timely providing audit evidence and review of final draft reports to ensure accuracy
What Skills and Qualifications Do I Need?
  • Completion of a degree in engineering/business administration/data analytics or a related discipline - or a combination of education, training and experience deemed equivalent. MBA will be considered an asset
  • Demonstrated experience developing and leading risk and fraud management programs
  • Canadian Risk Management (CRM) & Certified Fraud Examiner (CFE)designations are an asset
  • Highly versed in risk and fraud management theory, principles and practices
  • Highly versed in corporate controls theory, principles and practices
  • Highly articulate with practiced presentation and facilitation skills
  • Excellent people skills and ability to communicate / interface effectively with Senior Management Team and external stakeholders (e.g. Government representatives)
  • Excellent leadership skills to motivate a team, set high standards and clear expectations, manage expectations and outputs
  • Ability to engage and influence a wide variety of PRESTO pillars, portfolio, program and project resources, including but not limited to: VPs, Directors, Managers and External Stakeholders
  • Excellent writing skills with experience authoring risk management documentation - processes, procedures, plans and policies. Strong attention to detail
  • Demonstrable experience of reasoned decision-making in high pressure and high paced environments
  • Ability to engage and influence a wide variety of business units on differing risk management principles and practices
  • Management and leadership experience to provide strategic leadership and management oversight
  • Change management, influence and project management skills to implement corporate-wide initiatives
  • Strong problem-solving ability to design and recommend corporate, business unit and project risk management programs
  • Excellent problem solving and influencing skills to: establish effective working relationships; negotiate and deal with a variety of contacts both internal and external to the organization; gain cooperation from individuals not under direct authority and comfort working with minimal supervision.
  • Strong oral/written/presentation skills to communicate program development and risk concerns to Management and staff to achieve desired changes and actions
  • Demonstrated relationship-building skills, with a superior ability to make things happen through the use of positive influence
  • Exceptional knowledge of risk management policies, principles, procedures and industry best practices
  • Proficiency in MS Office (e.g. Outlook, Word, Excel, PowerPoint, etc.)
