Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster and easier. Our Operational Readiness & Performance Office is seeking a Senior Manager, Operational Readiness. This role will be responsible for the operational readiness of each new operational asset within GO&UPE Operations as it enters into service. It leads the development, implementation, and management of readiness throughout the project lifecycle up to Day 1 of customer service. It oversees readiness streams that span the entire MX organization on behalf of the GO&UPE Operations division. It provides direction and oversight to a diverse team of professionals in various disciplines, such as program, change, and customer experience managers and specialists.

What will I be doing?

  • Responsible for overseeing and ensuring GO&UPE Operational Readiness Initiatives are implemented on time, on budget and with quality.
  • Works with the leaders of Readiness Initiatives to provide direction, guidance, and support for the successful implementation in GO&UPE Operations.
  • Creates and implements the overall GO&UPE Readiness Strategy, ensuring it dovetails with and is complementary to MX\'s Operational Management strategy.
  • Oversees a team of readiness management professionals.
  • Provides support and coaching to managers and supervisors on readiness management principles and processes to ensure efficient and successful entry into service.
  • Collaborates with MX units to create readiness strategies to ensure programmatic and transition requirements for GO&UPE implementation are met and delivered across all programs.
  • Leads external consultation, engagement, procurement, and development of content and plans to further advance Readiness objectives.
  • Responsible for leading Readiness Management functions; oversees the development, implementation and delivery of appropriate readiness management governance, tool kits and skills to effectively manage the introduction, adoption, and sustainment of readiness into GO&UPE Operations.
  • Provides leadership, recommendations, and foresight on the overall strategy for customer experience, value proposition(s), and dynamic customer needs and expectations.
  • Partners with Planning and Operations leadership teams to ensure teams are designing and solutioning infrastructure, products, services, and policies in line with defined outcomes of the customer experience strategy.
  • Acts as the central point of contact for Readiness Initiatives to ensure the appropriate GO&UPE stakeholders are identified and engaged and so that the right readiness outcomes are identified and delivered.
  • Responds to inquiries and escalates concerns from all levels in the organization.
  • In partnership with other Metrolinx Senior Managers, leads external consultation, engagement, procurement, and development of content and plans to further advance GO&UPE\'s objectives related to readiness.
  • Identifies operational opportunities and introduces leading practices to improve processes related to readiness implementation, communications, and management.
  • Provides subject matter expertise to drive continuous improvement and consistency by identifying opportunities for innovation and sharing with senior leadership and teams.
  • Develops and manages annual and long-term budgets and departmental staffing plans that adhere to corporate standards and applicable legislation and meet divisions objectives.

  • Manages resources on a project bases across all initiatives including third party consultants.
NOTE: This Position works in a 24/7 operational environment and based on operational needs there is a requirement to work both on-call and onsite for weekends, evenings, nights, holidays, major track closures (MTCs), work blocks and other special events as required

What Skills and Qualifications Do I Need?
  • Completion of a degree in project management or change management, or a related discipline - or a combination of education, training and experience deemed equivalent.
  • Demonstrate progressive experience in project management and/or change management and leading an organization in the development and administration of program or change management programs and projects with a high degree of consultation and collaboration, preferably in the public sector.
  • Leading transformational change initiatives to adapt to new or changing requirements and lead change throughout the organization, reflecting on lessons learned to analyze, evaluate, and define problems/challenges, identify alternatives, and make timely decisions to manage risk and address issues.
  • Advanced knowledge of change management practices to ensure adoption and sustainment of operational changes.
  • Knowledge of project management to support the delivery multiple inter-dependent projects with high complexity, risk, and organizational impact; experience with leading and managing project development, project progress, related staff and project resources, monitoring project activities for adherence to timelines, and monitoring project performance results, ensuring alignment with corporate project management methodologies and processes.
  • Budget development and financial management experience and skills to develop and monitor regional and operational budgets.
  • Leadership and management skills to manage and motivate staff to meet or exceed customer expectations.
  • Diplomacy, negotiation, and persuasion skills to administer, review, and negotiate vendor contracts.
  • Leadership and management skills to manage and motivate a team/unit as well as cross functional teams and set high standards and clear expectations.
  • Vendor and contract management, negotiation and influencing skills to advise on procurement strategies and negotiate contractual obligations and amendments with vendors.
  • Effective written, oral, presentation and interpersonal skills to articulate and present advice, options and recommendations to senior management, executives and business clients on fare systems/fare collection programs, projects, and technology solutions.
  • Knowledge of policy development, budget control, risk and change management, and project management principles and methods to lead and manage strategic/business planning programs, projects, and continuous improvement initiatives.
  • PMP, Lean Six Sigma, PROSCI Change Management Certification or ACMP Certified Change Management Professional an asset.
