Reporting to the Chief Operating Officer, the Senior Manager - MTR Facilities Management & Procurement provides coordination, evaluation and oversight of the facilities of MTR, responsible for MTR facilities strategy, process excellence, procurement and site facilities management of the More Than A Roof portfolio of properties.
This position is an in-person role and expected to work 40 hours per week. Travel to various MTR sites in the Lower Mainland and Fraser Valley will be required as well as occasional travel to Vancouver Island and Northern BC.

Facilities & Property Management Excellence
Create strategy for MTR sites facilities and upgrades across all housing facilities. Establish standards for facilities maintenance and facilities upkeep protocols.
Responsible for oversight of facilities of MTR properties as directed by the COO in compliance with all MTR policies, safety standards, operating agreements, insurances and regulatory requirements
Work with the regional Sr Operations Managers in creating Maintenance and Facilities strategies for the site for the year and provide expertise and consultation.
Provide oversight of contracts for extraordinary work, replacement and upgrades and larger maintenance projects
Maintain repository of Facilities Manuals, policies, documentation and guideline documents. Make these guidelines available to all staff through Microsoft 365 and Sharepoint.
Stay apprised of sector trends, BC Housing policy, procedure and regulations, maintenance and facilities standards expected in affordable housing and guidelines from various authorities.
New sites acquisition & development due diligence:
Partner with MTR real estate development team in the assessment and inspection of new housing sites in acquisition or development.
Where existing sites are acquired by MTR, work towards integration of new sites facilities standards with MTR's facilities standards and procedures
Review new housing sites to ensure alignment with organizational standards and strategic goals.
Conduct thorough reviews of property condition, including structural, mechanical, and environmental assessments.
Coordinate with legal, financial, and real estate professionals during acquisition processes.
Work along with Real Estate Development team to oversee the transition from acquisition to development, ensuring smooth integration into operations.
Large contracts procurement:
Develop and implement procurement strategies for large projects, contracts, and vendor agreements covering multiple sites, aligning procurement activities with business objectives.
Source, evaluate, and negotiate with suppliers, contractors, and service providers for building materials, equipment, utilities, cleaning services, security, landscaping, and other facility-related requirements for large value services covering multiple sites to achieve economies of scale.
Monitor supplier performance, resolve issues, and develop long-term relationships with key vendors.
Ensure compliance with company policies, legal regulations, and ethical standards in all procurement activities.
Analyze market trends, supply chain risks, and cost-saving opportunities relevant to property and facilities management.
Oversee inventory management and ensure timely delivery of goods and services.
Budgeting & Reporting:
Develop and manage budgets for MTR-wide facility operations and site acquisition projects.
Track expenses, analyze cost trends, and recommend cost-saving initiatives.
Prepare regular reports on facility status and acquisition readiness for stakeholders.
Facilities Project Management
Plan and conduct MTR wide projects on sites facilities improvement, upgrades and renovations. Partner and work alongside the senior housing operations managers for the same and program manage for multiple sites.
Update the COO with regular progress reports as required.
Provide 'lessons learned' debriefs after each project to improve future performance and enhance ongoing relationships with contractors and funding partners.
What you bring:
Bachelor's degree in Engineering,/Facilities Management/Construction/ Property Operations, Property Management or related field or equivalent experience
8+ years of leadership experience in facilities management, property operations, and procurement functions.
Knowledge of construction planning, mechanical or electrical systems, building controls, fire systems and security systems.
An understanding of, and be ability to participate in the delivery of, all aspects of our Schedule "A" responsibilities as outlined in our MOU and Operating Agreements as reviewed from time to time
Strong team leadership with demonstrated administrative skills
Excellent interpersonal, oral and written communication skills and ability to deal with a broad range of associates, professionals and tenants
Working knowledge of relevant federal and provincial housing programs and funding requirements including property management policies and procedures, operating agreements, budgets and reporting requirements. Experience of managing properties and property management.
Knowledge of current social issues such as homelessness, addictions, mental illness and poverty is an asset
Valid BC Driver's License and a reliable vehicle for use in performance of duties is an asset
Knowledge of building automation systems is desirable.

Working Conditions
MTR employees work closely with members in the vulnerable sector, both within our client base and with the general public. There may be exposure to abuse (verbal or physical), encounters with individuals in unsanitary conditions, and interactions with individuals experiencing emotional issues or vicarious trauma.
