Overview of Role
As Senior Manager, Mortgage Brokering Policy you will be accountable for managing the research, analysis and development of regulatory policies and rule-making in an assigned sector (auto insurance, life & health insurance, mortgage brokers, financial planners/advisors) in support of overall Policy department strategies.

Additional duties will include;

  • Manages the delivery of Policy initiatives, for an assigned sector and related to industry Market Conduct; ensuring consistency with overall Policy Development performance measures, standards, and best practices and integration with overall FSRA directions.

  • As part of the management team, supports FSRA leadership in formulating strategy and developing tactics and provides leadership in executing programs or services to deliver on strategy and tactics.

  • Oversees the planning, design, development and delivery of the FSRA policy agenda and principles-based, risk-focused, regulatory framework and the delivery of policy research and analysis projects/initiatives to support policy development related to the regulation of financial service sectors in Ontario and related to industry market conduct.

  • Leads the development and oversight of plans, policies, rule-making, guidance and other tools and related programs and services, including operational processes and procedures, policy development/review models, processes and methodologies and standards, to meet the overall operational plans and priorities of the section or department.

  • Manages the research, environmental scanning, monitoring, analysis and assessment of a broad range of issues, trends and developments, which affect the development of FSRA policies and programs, including evidence-based research and data provided by various sources as well as policies and procedures related to the interpretation and application of relevant legislation.

  • Provides policy expertise and advice to FSRA management and staff in response to a range of Policy issues impacting the achievement of department directions and FSRA mandate; providing evidence-based recommendations for problem resolution and improvement to methods to deliver programs or services.


Qualifications
Education and Experience

  • Degree in finance, law, economics, public policy or related field.

  • 6 \xe2\x80\x93 8 years\xe2\x80\x99 experience in planning and managing the development of policy, programs, services, initiatives in the areas of financial services, public policy or regulatory oversight and in interpreting legislation/regulations, design programs/services directly or on behalf of government.

  • Knowledge of government decision making and policy development processes and legislative/regulatory design principles.

  • Relevant industry experience preferred, with a focus on one of the following sectors \xe2\x80\x93 auto insurance, life & health insurance, mortgage brokers, financial planners / advisors.

  • Expertise in leading successful consultations and partnerships with stakeholders.


Knowledge and Skills

  • Skills and ability to manage and champion change for a new organizational culture and vision.

  • Skilled in leading policy development and implementing strategies and directions or equivalent skills and experience.

  • Leadership skills to implement a new organizational structure, systems, and standards.
