Reporting to Senior Director, Indigenous Relations in the City Manager\xe2\x80\x99s Office, with a dotted line reporting relationship with the General Manager, Real Estate, Environment and Facilities Management (REFM), the Manager, REFM Indigenous Relations supports the development and implementation of city-wide initiatives on Indigenous matters. Acting as a strategic advisor to the REFM senior leadership team, the Manager, REFM Indigenous Relations manages the department\xe2\x80\x99s overall approach to Indigenous government relations with the Three Coast Salish First Nations: Musqueam, Squamish and Tsleil-Waututh (MST) and urban Indigenous peoples.

It is envisioned that the Manager, REFM Indigenous Relations will eventually develop a small team of one to three individuals, depending on departmental needs over time.

The Manager, REFM Indigenous Relations is responsible for:

  • Identifying opportunities, risks and impacts to current processes related to Indigenous matters in various facets of REFM operations \xe2\x80\x93 including planning and development of civic facilities, real estate services, facilities maintenance and operations, property management, capital maintenance project delivery as well as environmental services;
  • Providing strategic direction and advice on Indigenous matters to the department leadership team;
  • Leading the department\xe2\x80\x99s response to the United Nations Declaration of the Rights of Indigenous People (UNDRIP);
  • Working collaboratively with the Indigenous Relations department and Indigenous planning staff from other City departments in the implementation of Council\xe2\x80\x99s strategic direction moving towards a \xe2\x80\x9cCity of Reconciliation\xe2\x80\x9d;
  • Acting as a project resource in applicable projects to provide expertise on Indigenous matters and engagement support with the local First Nations and urban Indigenous peoples processes and engagement approaches; and
  • Ensuring the department is following the Indigenous Relations department overall direction and approach to the government relations the local First Nations.
Duties & Responsibilities
  • Provide departmental strategic development related to Indigenous matters, including: Providing leadership and innovation from the perspective of Indigenous relations including on-going identification and prioritization of gaps and issues related to Indigenous matters. Maintaining, building and nurturing positive relationships with key communities (the three Coast Salish First Nations: Musqueam, Squamish and Tsleil-Waututh and urban Indigenous peoples) and their leadership to strategize and explore potential opportunities for collaboration.
  • Collaborating with staff in the Corporate Indigenous Relations team and other IR roles in other City departments to develop city-wide strategies concerning Indigenous matters.
  • Developing and implementing engagement frameworks, protocols and plans reflecting the evolving needs of MST and Urban Indigenous Peoples and ensures communication and processes are followed through.
  • Ensuring that REFM programs and services continue to support City of Vancouver\xe2\x80\x99s \xe2\x80\x9cCity of Reconciliation\xe2\x80\x9d approach.
  • Communicating and fostering an understanding of intergovernmental issues, processes, and strategic partnerships across the department.
  • Providing engagement support for the department, and communications with City Manager\xe2\x80\x99s Office, other City departments, the MST and urban Indigenous peoples, intergovernmental agencies, and other levels of government including federal/provincial agencies, crown corporations and health authorities (e.g. Vancouver School Board, Port Authority, BC Hydro).
  • Developing plans and projects within REFM to implement the UN Declaration of the Rights of Indigenous Peoples (UNDRIP), BC Declaration on the Rights of Indigenous Peoples Act and the Truth and Reconciliation of Canada Call to Actions as well as to decolonize City processes, practices, and policies.
  • As required, building a small team of Indigenous relations staff to support REFM operations and projects.
  • Acts as a project resource in applicable REFM initiatives/projects to provide expertise and facilitate functions related to Indigenous matters including:
  • Providing engagement and communication expertise and acting as a liaison for MST and urban Indigenous peoples on engagement regarding their interests, issues, and information to be considered in the delivery of REFM civic facilities projects, programs and services, and real estate transactions.
  • Coordinating and advising on the development of criteria for the engagement with MST on real estate transactions/agreements in relation to land use activities including land sales; long-term ground leases to non-profit or governmental organizations; short-term leasing of City-owned properties to non-profit and governmental organizations; lease renewals; grants of statutory rights of way; options to purchase and easements; and commercial leasing activities.
  • Coordinating and advising on the development of criteria for the engagement/co- developed plans with MST on land transfers (sale or lease) protocols and real estate development.
  • Acting in an advisory capacity on major real estate development projects including those for civic purposes which may include rezoning, land disposition and long-term leasing of land and land transfers and coordinating engagement with MST on such matters as rezoning applications and development permit applications conditions.
  • Providing recommendations for policies, standards, best practices and actions to align with MST policies, standards, and procedures, and/or consideration for new and emerging issues as they arise that relate to Indigenous communities.
  • Researching, monitoring, analyzing and reviewing regional, provincial, and federal policies, legislation, guidelines, and programs.
  • Advising on the development and formalization of agreements and protocols for major projects with MST, including land transfers and leasing of land.
  • Advising on the development and formalization of dispute resolutions processes between the City and MST on REFM projects and real estate activities.
  • Acting in an advisory capacity in the preparation and presentation of complex reports to Council as well as preparing report materials and answering questions at Council relating to the same.
  • Providing strategic guidance and developing best practices and processes and designing guidelines for the planning and development of civic facilities to actively address commitments to reconciliation.
  • Advising operational and project staff on policies, standards, best practices, and strategies for culturally respectful engagement and communication for projects/portfolio management.
  • Coordinating/facilitating discussions with MST and Urban Indigenous peoples as necessary in conjunction with project partners.
  • Acting in an advisory capacity on major projects or initiatives related to capital maintenance, maintenance and operations, and project management.
  • Acting in an advisory capacity to the leadership team for emerging Indigenous issues which may include sanctioned/unsanctioned events at Civic facilities.
  • Supporting relationship building, providing strategic guidance with respect to environmental service delivery and acting in an advisory capacity on major environmental projects and initiatives.
  • Participating in archaeological assessment initiatives with subject matter experts in other City departments.
  • Provides oversight and manages several direct reports (2-3) and interdisciplinary project teams, including:
  • Coaching and mentoring team members.
  • Hiring, taking appropriate action and making recommendations to address employee relations issues; overseeing employee development and managing performance.
  • Developing job descriptions and ensuring timely recruitment and training of new hires.
  • Other duties/responsibilities as assigned.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 \xe2\x80\x93 4 days a week from locations that are a daily commutable distance from their work at a City worksite.
