Looking for a new opportunity? We are looking for a Senior Manager, Estimating to join our team!

What You Will Do

Report to the Head of PMO and lead all estimating activities for the ECE Group, including State of Good Repair (SOGR) projects, Major Projects (MP), and third-party work. Ensure accurate, comprehensive, and well-documented cost estimates that meet industry standards and support informed decision-making. Develop and maintain estimating policies, procedures, and a computerized cost database using historical data, benchmarking, and market trends. Oversee preparation and review of cost estimates for all project stages, including buildings, structures, utilities, and transit systems. Manage change order evaluations, cost impact assessments, and tender analysis to ensure balanced bids and cost control. Provide leadership in reporting cost variances, trend forecasts, and strategies for cost reduction; advise senior management on estimating matters. Represent the Estimating team in commercial and claim management discussions in collaboration with Legal. Support other TTC groups with estimating expertise, including asset management and annual facility replacement cost reporting. Lead, mentor, and develop staff; ensure safe work practices and promote an inclusive, respectful work environment in compliance with OHRC, AODA, and TTC policies.

What Qualifications Do You Bring

Completion of a post-secondary diploma or university degree in a related technical discipline (e.g., Engineering, Engineering Technology), combined with progressive and specialized estimating experience in the heavy construction industry on large, multi-faceted projects; or an equivalent combination of education, training, and experience. Professional Quantity Surveyor (PQS) designation with the Canadian Institute of Quantity Surveyors (CIQS), or an equivalent designation, is required. PMP certification is considered an asset. Extensive experience applying estimating practices and procedures for transit-related projects, including the ability to prepare both conceptual estimates with limited information and detailed estimates based on complete designs. Hands-on experience supervising, coordinating, and preparing all classes of cost estimates for multi-disciplinary, complex construction projects. Strong understanding of capital budgeting processes, budgeting methodologies, escalation indices, and knowledge of project/contract administration, cost control, and project management principles. Demonstrated leadership skills with the ability to guide and motivate direct reports and project teams, both internal and external. Proven ability to work effectively with multi-disciplinary teams and maintain strong working relationships while addressing complex issues. Sound judgment, strong analytical and problem-solving skills. Highly developed organizational, administrative, and time management abilities. Excellent interpersonal, oral and written communication, and presentation skills. Proficiency in relevant software applications (e.g., computer-based estimating tools, databases, Microsoft Office, Microsoft Project).
