Overview:
As the Senor Legislation Analyst, you will be responsible for conducting the research, analysis, development, preparation and finalization of new legislation and/or legislative amendments. You will assist management and other stakeholders in interpreting various statutes and regulations and coordinating the implementation of any legislative changes that affect the corporation.
You will provide leadership to project teams, overseeing the work of other staff, assessing the impacts of policy, regulatory, or legislative changes on the Corporation, representing Manitoba Public Insurance (MPI) on external committees, preparing approval, briefing documents, and legislative impact assessments for senior management and presenting on legislative issues to management.
The Senior Legislation Analyst ensures that corporate strategy, direction, and policy aligns with the relevant legislation governing the mandate and activities of the corporation.
Responsibilities:
Leads the development, review, and finalization of act or regulation amendments, in consultation with senior management, project managers, business analysts, and the Legal department.
Works with staff across the corporation to prepare drafting instructions for legislation and regulation amendments. Attends meetings and liaises with legislative counsel as required.
Reviews legislative requirements, researches and assesses impacts of proposed amendments, and proposes options for consideration.
Provides leadership to project teams when assessing the corporate impact of new and/or amended statutes, regulations, and road safety legislation in Manitoba or other jurisdictions that may impact corporate programs and initiatives.
Researches, analyzes, tracks, and reports on the progress and implementation of relevant provincial and federal legislation.
Presents the results of research and analysis to senior management, as required.
Leads key discussions with MPI staff and representatives of Manitoba government departments about legislative or policy options related to new corporate and government initiatives.
Interprets legislation to support day-to-day driver licensing, driver education and testing, vehicle registration, insurance, claims and other related operational areas.
Liaises with external stakeholders and other jurisdictions to ensure best practices, program alignment, and create and refine Manitoba recommendations.
Provides authoritative advice on the legislative process and protocols for developing or amending legislation.
Leads, trains, directs, guides, and evaluates performance for project teams or other staff to ensure high levels of quality and productivity.
Provides advice to project teams or other staff on how to approach or resolve difficult legislative issues.
Qualifications:
Education:Degree in Economics, Law, Political Science, Public Administration, Business, or another applicable discipline.
Experience:Seven years of related experience in a legislative environment and drafting cabinet approval documents, including recent experience drafting cabinet approval documents.
Experience in a leadership capacity.
Technical Knowledge and Skills:Ability to interpret legislation and regulations.
Working knowledge of government processes for amending legislation and regulations.
Intermediate presentation, oral and written communication skills with the ability to convey complex information in a concise and straightforward manner.
Successful candidates must complete the following Chartered Insurance Professional courses within five years:
C11 - Principles and Practice of Insurance
C12 - Insurance on Property
C13 - Insurance Against Liability - Part 1
C14 - Automobile Insurance - Part 1
