ADGA is hiring an IT Senior Threat and Risk Assessment (TRA) and Certification and Accreditation (C&A) Analyst to support the assessment of cybersecurity threats to the Science and Technology Enhanced Research Capability (STERC) project. The STERC project provides defence scientists with the tools required to realign their scientific operations.

The Senior TRA and C&A Analyst\'s responsibilities will include, but are not limited to:

  • Developing Security Certification Plans;
  • Verifying that security safeguards meet the applicable policies and standards in the appropriate jurisdictions, including DND, and Government of Canada policies;
  • Validating security requirements by mapping system-specific security policies to the functional security requirements;
  • Mapping security requirements through the various stages of design documents;
  • Verifying that security safeguards have been implemented correctly and that assurance requirements have been met;
  • Conducting security testing and evaluation (ST&E) and Network Vulnerability Assessment;
  • Assessing the residual risks provided by the Network Vulnerability Assessment Test (NVAT)/risk assessments to determine if it meets an acceptable level of risk;
  • Reviewing the certification results within the design review documentation to ensure that the system will operate within the acceptable level of risk. Ensuring that results will comply with the departmental and system security policies and standards and identifying the conditions under which a system is to operate (for approval purposes);
  • Reviewing, analyzing, and/or applying Federal, Provincial or Territorial IT Security policies, System IT Security Certification & Accreditation processes, Security Assessment and Authorization (SA&A) processes, IT Security products, safeguards and best practices, and the IT Security risk mitigation strategies;
  • Identifying threats to, and vulnerabilities of operating systems (such as MS, Unix, Linux, and Novell), and wireless architectures; and
  • Identify personnel, technical, physical, and procedural threats to and vulnerabilities of Federal, Provincial or Territorial IT systems.
Qualifications
  • Must have one of the following:
  • An Engineering or Science degree from a recognized Canadian University;
  • A non-Canadian Engineering or Science degree that must be accredited by one of the following institutions:
  • Canadian Information Centre for International Credentials (CICIC);
  • World Education Services (WES); or
  • University of Toronto Comparative Education Services.
  • A diploma or certificate, minimum 2 years from a recognized college in an Information Management / Information Technology (IM/IT) field;
  • Must have a recognized security certification such as one of the following:
  • CISM -Certified Information Security Manager;
  • CRISC - Certified in Risk and Information Systems Control;
  • CISSP - Certified Information Systems Security Professional.
  • Must have 10 years of experience within the last 20 years as an IT Security TRA and C&A Analyst.
  • Must have 5 years of experience within the last 10 years providing IT Security Threat Risk Assessment (TRA) and Certification and Accreditation (C&A) or Security Assessment and Authorization (SA&A) services on IM/IT projects valued at $5M or more.
  • Must have 5 years of experience within the last 10 years conducting Security Tests and Evaluations (ST&Es) and Network Vulnerability Assessments.
  • Must have 5 years of experience within the last 10 years developing IT security reports such as: Data security analysis, Concepts of operation, Statements of Sensitivity (SoSs), Threat assessments, Privacy Impact Assessments (PIAs), Non-technical Vulnerability Assessments, Risk assessments, IT Security threat, vulnerability and/or risk briefings.
