Meridia Recruitment Solutions has partnered with CityWest, a municipally owned telecommunications holding company that provides telephone, cable television, and internet services in rural and remote British Columbia.

Reporting to the Chief Technology Officer, the Senior IP Operations Manager (SOM) is responsible for leading and managing the operation of CityWest\'s internet, voice, and video infrastructure. This encompasses all networks, including fiber and short, medium, and long-haul transport, core and distribution routing, access technologies, and all associated voice and video systems, applications, servers, storage, monitoring, security, data, and equipment. This position provides direction, prioritizes projects, and supports strategic company objectives while coordinating and mentoring all technology teams (including consultants and contractors) for CityWest\'s entire network.

The ideal candidate will have a deep understanding of and a keen interest in telecommunications. Specifically, the incumbent will have a passion and experience in:

Capacity Resource Management: Overseeing capacity and resource management within CityWest\'s technology umbrella, assessing current and future needs, planning for growth, and ensuring effective resource allocation.

Strategic Planning: Contributing to strategic plans for the Inside Plant aligned with organizational goals. Identifying opportunities for improvement in technology infrastructure, systems integration, security measures, and operational processes, with a strong focus on project planning and budgeting.

Team Leadership: Providing guidance to a team of technology professionals, setting performance goals, conducting regular evaluations, fostering a collaborative environment, and managing remote teams. Familiarity with both non-union and union environments is an asset.

Duties will further include:

  • Providing strategic leadership in formulating network strategy and implementing network service plans, which includes internet technologies supporting communities across British Columbia.
  • Driving the development of innovative network operations processes and tools from concept phase to delivery by determining the scope, establishing critical success factors, and monitoring both milestones and deliverables.
  • Provide subject matter expertise to internal and external partners and customers during collaborative initiatives. Collaborates with cross-functional teams to design, plan and implement network solutions that meet business, cyber security, legal, and Business Continuity Plan requirements and standards/policy compliance.
  • Supporting adoption of new technologies and tools and recommending capability improvements to network and cyber security operations.
  • Providing technical leadership and direction on highly complex systems, applications and architecture design and development for critical CityWest services.
  • Ensuring that initiatives and service requests affecting multiple functional groups in Inside Plant are identified and resolved.
  • Developing and managing vendors\' statements of work, managing the timelines, quality, payment schedules, and deliverables of work.
  • Managing the planning, design, implementation, and support of complex network operations processes, leveraging available technology solutions, and external and internal resources.
  • Analyzing networks from a cost, capacity, and forecast perspective, and evaluating new network operation technologies and applications within the approved budget.
  • Some travel is required across British Columbia, to various offices including but not limited to Prince Rupert and Campbell River. Travel requirement ranges between 25-40% depending on business need/urgency.
Key Qualifications:
  • Extensive experience in architecting and designing large-scale networks, and contact centers with a strong technical understanding of routing protocols, switching, wireless, firewalls, and VoIP services (Cisco, Fortinet, Aruba, etc.).
  • Strong knowledge and understanding of IT Processes, governance, and frameworks such as ITIL, and COBIT.
  • Knowledge of infrastructure design at systems level, governance, and compliance.
  • A university degree or college diploma in network engineering or equivalent, with 10 or more of related work experience.
  • Strong management experience with strong communication, leadership, project planning, and interpersonal skills, and the ability to work independently and under pressure.
  • Must have strong interpersonal skills, and able to liaise with all levels of the organization.
  • Must be able to demonstrate strategic planning, decision-making, and problem-solving skills
  • The incumbent is energized when working under pressure and in stressful situations.
  • Proven ability to establish positive relationships, communicate clear expectations, motivate cross-functional and remote teams.
  • Experience with mentoring union team members
  • Strong understanding of information security best practices.
