Position Overview
The Senior Human Factors Engineering (HFE) Engineer provides subject matter expertise and engineering oversight for the execution and monitoring of the Pickering Nuclear Refurbishment (PNR) Integrated Human Factors Engineering Program Plan (HFEPP). The role supports multiple refurbishment and modernization projects and ensures that human factors considerations are systematically integrated into engineering modifications across all phases of the project lifecycle.
This position involves active management of EPC vendors, regulatory interface support, and formal review, acceptance, and governance of HFE and HMI deliverables in accordance with NUREG-0700, OPG standards, and nuclear regulatory expectations.
Key Responsibilities
HFE Program Execution & Oversight
Execute and monitor the PNR Integrated HFEPP, ensuring compliance with NUREG-0700, OPG governance, and industry best practices.
Provide functional oversight of vendor HFE scope across all phases of engineering change, including scoping, design, installation, commissioning, Available for Service (AFS), and close-out.
Coordinate and manage HFE activities across 120+ refurbishment projects and non-identical component replacements (NICRs).
Vendor & Design Oversight
Collaborate with EPC vendors to manage and review HFE deliverables, including identification and application of applicable OPG standards, HFE guidelines, design basis information, and operating documentation.
Review, assess, and recommend acceptance of vendor HFE and HMI designs under ECC governance (R-1).
Provide Subject Matter Expert (SME) recommendations to Design Team Leaders (DTLs) for acceptance of modification-specific documentation.
HFE Analysis & Deliverables
Prepare, review, and accept HFE analyses, assessments, and reports, including but not limited to:
Operational Experience Reviews (OER)
System Function Analysis and Function Allocation
Task, link, communication, and workload analyses
Workspace layout assessments
HMI design reviews and usability testing
HMI verification and validation (V&V)
HFE Summary Reports (HFESR)
Review and oversee development of key HFE deliverables such as:
HFE Program Plans (HFEPP)
Interim HFE Reports
HFE V&V Plans and Reports
Conceptual Design Reports
Design plans, drawings, change papers, commissioning specifications, ITPs, and work plans
N-FORM-10221 Parts A, B, C, and D
Installation, Commissioning & Regulatory Support
Support installation and commissioning activities, including review of construction completion declarations and commissioning reports.
Participate in and provide oversight during walkdowns, AFS/SAFS activities, unit Return to Service (RTS), and refurbishment Restart Control Hold Points (RCHPs).
Identify, track, and support resolution of significant HFE issues through to closure.
Provide regulatory interface support, including participation in inspections, preparation of status updates, and review/input to regulatory correspondence.
Aggregate HFE & Staffing Analysis
Conduct aggregate-level HFE analyses to assess cumulative impacts of refurbishment modifications on minimum staff complement.
Support demonstration that staffing levels remain adequate to safely operate the unit, contributing to RCHP pre-requisite evidence.
Qualifications & Experience
HFE personnel must meet the qualification requirements for HFE Specialist as defined in N-INS-06700-10000 and N-MAN-06700-10002 Appendix B.
Currently qualified under OPG's Nuclear Design Engineering Qualification Program as:
Design Engineer of Human-Machine Interfaces
Design Engineer (QID 33685 or 45233)
Duty Area qualification (QID 7768), including OPG self-study focused on nuclear HFE design basis and operating experience
Completion of instrumentation and control computer-based training.
Demonstrated CANDU nuclear HFE design experience, including application of NUREG-0700 methodologies.
Proven experience supporting engineering modifications within nuclear refurbishment or life-extension programs.
Strong knowledge of HFE methodologies and their application to control rooms, HMIs, procedures, training, and operations.
Key Competencies
Deep understanding of nuclear HFE governance, standards, and regulatory expectations
Strong analytical, documentation, and technical review skills
Ability to manage complex vendor interfaces across large, multi-project portfolios
Effective communication skills for engagement with engineering, operations, regulatory bodies, and external vendors
Ability to work independently while contributing to a highly integrated, multidisciplinary team
