A Day in the Life of a Senior HR Advisor, Policy and Compliance



The Senior Human Resources Advisor, Policy and Compliance leads the design and implementation of human resources policies and compliance management to support the effectiveness of Human Resources (HR) operational services. The role leads initiatives, change programs, and services that operationalize and promote Values of Standards Council of Canada (SCC) and support SCC to have a healthy, engaged, capable, and job-ready workforce.



Your background

Degree in Human Resource Management or other relevant degree program, and/or comparable professional experience. Minimum of 5 years of experience working in Human Resources, with knowledge of HR Operations and talent management. At least 3 years of direct experience in interpreting and applying Canadian labour relations law. Strong knowledge of HR best practices, employment laws, and recruitment strategies. Experience in policy development and compliance management, including compliance monitoring and reporting. Experience presenting complex ideas to a wide range of audiences. Change management experience and the ability to influence others to make change. Ability to review HR related matters against organizational policy and legislative requirements and to make recommendations based on review findings. Ability to develop reports explaining recommended approaches, risks and opportunities. Bilingual (English and French) - imperative requirement. Security clearance: Reliability.

Key Activities

Expertise and oversight to HR Programs and Services

Provide analysis, interpretation, and specialized advice and guidance to support the proper application of HR policies, and employment law applying to SCC as a Crown Corporation including the Canada Labour Code, the Official Languages Act, the Public Service Superannuation Act, the Financial Administration Act, the Employment Insurance Act, the Income Tax Act, the Employment Standards Act, the Canadian Human Rights Act, and Health and Safety legislation. Develop and lead engagement strategies that support inclusive policy design, promote awareness of HR services or compliance requirements, and support effective change management. Develop, implement, and administer efficient HR compliance management systems and processes, including ensuring timely and accurate external reporting. Audit HR Operations work outputs to support compliance and overall accuracy.

Support organizational effectiveness and cultural development

Oversee initiatives to support workforce planning and succession planning including the routine review and updating of plans. Oversee individualized development plans to support organization-wide succession planning. Oversee organization-wide initiatives to support an enhance coaching culture. Lead allocated well-being programs including monitoring the effectiveness of individual initiatives. Contribute to the design of HR staff surveys and provide results analysis.

Change management, organizational effectiveness and policy compliance

Develop project plans and apply project management methodology to the achievement of allocated initiatives and programs. Establish and administer committees or other governance systems to support effective change delivery. Make recommendations and develop reports and briefs for members of the Senior Management Committee on organization-wide change considerations. Act as a change champion and early adopter.

SCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints.
