JOB SUMMARY

The mandate of the Standards and Quality Management Branch encompasses the overall quality management of infrastructure projects, including the creation, implementation, monitoring, and updating of related plans, policies, guidelines, systems, processes, and practices. This involves developing and maintaining City design and construction standards, project and quality management processes, materials and workmanship standards, and project delivery practices. Additionally, the branch ensures construction quality assurance through inspection and testing, oversees engineering standards for both linear and vertical infrastructure, and maintains the Infrastructure Quality Management System. It also provides support to Infrastructure Services Project Managers through all project phases, serves as a technical excellence center for geotechnical, environmental, and structural engineering and contracts, and liaises with peer municipalities, industry, and stakeholders to maintain best-in-class infrastructure.
You are responsible for the development, implementation and maintenance of best management practices in the areas of environmental and geotechnical engineering. You provide technical advice and professional expertise, and coordinate multi-disciplinary projects where needed, to assess subsurface conditions, risks and regulatory requirements to support the delivery of Infrastructure Services capital projects.

EDUCATION AND EXPERIENCE

Completion of Master's degree in geotechnical or environmental engineering.
Minimum of 8 years of relevant combined professional experience in geotechnical and environmental engineering.

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) OR Registered Professional Geoscientist (P.Geo.) with Professional Geoscientists Ontario (PGO)

KNOWLEDGE

Geotechnical engineering investigations, field monitoring, foundations, soil mechanics and slope stability Technical expertise in site assessment and remediation and physical and contaminant hydrogeology Proven competence in project management with an elevated level of overall responsibility Experience in environmental compliance and reporting in accordance with current regulations and standards Experience interacting with regulators, the legal profession, and the general public on geotechnical and environmental aspects of strategic projects Environmental engineering issues related to contaminated sites, remediation, risk assessments and species at risk Engineering design and construction standards and principles related to road and sidewalks, drainage systems, structures, water distribution and sewer system Federal, provincial and municipal legislation, regulations and guidance documents related to the assessment, management and clean-up of contaminated materials including, but not limited to: Ontario Environmental Protection Act, guidance on site-specific risk assessment for use at contaminated sites in Ontario, records of site condition, a guide on site assessment, the cleanup of Brownfield sites and the filing of records of site condition and related documentation, General Waste Management Regulations, provincial water quality objectives, sediment quality guidelines, Canadian environmental quality guidelines and applicable Canada-wide standards, CSA standards for Phase I and Phase II Environmental site assessments, Excess Soils Regulation, Sewer Use, By-law, etc. The American Society of Testing and Materials (ASTM), the Canadian Standards Association (CSA) standards and testing procedures related to roadway construction materials; M.T.O. Strong background in project management Technical report writing Tender package preparation related to environmental , hydrogeological, and geotechnical aspects of project delivery, including the process for developing Requests for Proposals, and acceptance, review and selection of consulting engineers Knowledge of applicable health and safety legislation, including the rights and duties of workers
