About Our Opportunity

The Senior Financial & Compliance Advisor is responsible for providing advice and assistance on all financial matters relating to the various assigned program areas and any external agencies funded by the Department of Education and Early Childhood Development (EECD). The Senior Financial & Compliance Advisor is the primary day-to-day contact on financial matters that support program delivery regarding financial accountability and policy compliance between Financial Advisory Services and other branches of the department, Regional Centres of Education (RCEs), conseil scolaire acadien provincial (CSAP), and other externally funded agencies.

In this role, the Senior Financial & Compliance Advisor will work directly with the Director of Financial Advisory Services, the Director of Education Funding & Partnerships and may also provide support or analysis for departmental staff, as required.

This position reports to the Director of Education Funding & Partnerships.

Primary Accountabilities

  • Identifies, researches, analyzes, develops, and implements strategies to improve financial management practices for EECD, RCEs and CSAP, including program oversight for compliance with policy and directives.
  • Responsible for the financial administration, management, and/or coordination of existing programs delivered by EECD.
  • Develops, examines, analyzes, costs and makes financial policy recommendations for senior management with respect to issues related to operating funds and EECD\xe2\x80\x99s tangible capital asset (TCA) program.
  • Develops and reviews correspondence, spreadsheets, analysis, costs and other presentation materials prepared for the Director of Financial Advisory Services, Director of Education Funding & Partnerships, and senior management of EECD with respect to these programs.
  • Designs and assists in the implementation of systems and procedures to organize and coordinate the collection of financial and statistical information.
  • Responsible for monitoring forecast to budget and making recommendations within the accountability framework when forecast variances occur.
Qualifications and Experience

This may be the right opportunity for you if you have a bachelor\xe2\x80\x99s degree (in a related field of study), along with 6 years of related experience. A CPA designation (or enrollment in the CPA program) would be considered an asset. An equivalent combination of training and experience may be acceptable.

As the ideal candidate, you are detail oriented, decisive, and guided by generally accepted accounting principles and PSAB. You have previous experience with financial control, budget preparation and monitoring, and preparation and presentation of financial proposals. You are proficient in Microsoft Office programs, particularly Microsoft Excel. You have exceptional communication skills (written and verbal) with strong interpersonal and relationship building skills. You have exceptional time management skills with a strong attention to detail to provide timely and accurate financial information while managing multiple projects and priorities. Knowledge of the corporate financial management system (SAP) is required. Familiarity with SAS (Salary Analysis System) is desirable.

Pay Grade: PR 17

Salary Range: $3,091.70 - $3,631.17 Bi-Weekly
