Reporting to the Executive Director, this senior level role involves overseeing Bimose Tribal Council's Technical Services Department, managing a support stuff, budgeting, coordinating and providing technical advisory services to our member First Nations, duties include:
Duties
Provide technical services to member First Nations on major/minor capital projects, water and sewage systems, roads, community infrastructure services, and education facilities,
Supervise and manage a team of staff.
Provide oversight and on-the-job training to the Engineer in Training (EIT), ensuring they develop the necessary skills and knowledge to meet professional standards and organizational goals.
Develop and maintain program budget for effective financial management.
Coordinate the activities of housing inspection services, operations and maintenance, infrastructure services, solid waste management, fire prevention & safety, and emergency management services.
Develop short-term and long-term work plans, provide progress reports on behalf of the Technical Services Department.
Regularly attend management meetings, board meetings, AGMs, and senior level meetings as required.
Oversees engineering tasks such as design drafting, estimating and operations control,
Tests and evaluates construction materials and techniques,
Plans, supervises and coordinates the work of others,
Oversees the planning, design, construction and estimation of cost for company projects,
Provide support in the preparation and review of contract drawings and documents,
Establishes design and construction schedules and monitoring progress of various projects and their conformance to design and construction schedules,
Responsible for inspecting project sites in order to monitor progress and ensure compliance with all safety and government regulations,
Analyzes survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to plan projects,
Prepares budgets by projecting resource needs and determining funding priorities for a division or section,
Conduct technical reviews and provides recommendations regarding designs and reports prepared by consulting engineers,
Prepare funding applications, reports & administration duties for government funded projects,
Qualifications
Bachelor's degree with a P.Eng. designation in the field of municipal/civil engineering or related field,
Minimum 5 years of directly related work experience, First Nation experience is a definite asset,
Experience in planning, design and project delivery of municipal infrastructure (storm, water and sewer) and institutional buildings is a requirement of the position,
Working knowledge of various computer software including, but not restricted to: MS word, Excel, AutoCAD, Power Point and other design programs. Knowledge of GIS and GPS hardware and software would be a definite asset,
Demonstrated understanding of engineering theories and principles,
Strong oratory, & presentation skills; ability to effectively communicate both verbally and in writing,
Valid driver's license, access to an insured vehicle, and willingness to travel.
