Senior Energy Specialist

POSITION FUNCTION
Perform functions to develop and support programs and policies for high performance buildings to reduce emissions.

KEY DUTIES
Lead the development and implementation of frameworks, policies and processes to support Energy Step Code and other high performance building programs and initiatives. Conduct research, analysis and data collection to support policy initiatives and Energy Step Code implementation. Assess impact of Energy Step Code compliance on greenhouse gas (GHG) reductions. Develop and implement data systems in coordination with the City and other external partners.

Provide support, resources and technical knowledge to internal staff on building envelopes, mechanical systems, Energy Step Code, low carbon energy systems, greenhouse gas intensities and building energy policy. Conduct mid and post-construction site inspections and assess construction to Energy Step Code and other related green building regulations. Monitor and evaluate efficacy of Energy Step Code implementation and achievement of program objectives.

Liaise with and manage inquiries from builders, developers and members of the public about City initiatives on high performance buildings and Step Code. Provide education and training to local builders to build according to the Energy Step Code. Develop and deliver education to City staff to implement Energy Step Code. Conduct public and industry engagement, including communications on Step Code, low carbon pathway and other related City initiatives.

Coordinate, assign and review the work of consultants as required in a project management capacity.

Perform related duties as required.

INDEPENDENCE
Work is generated by departmental work programs, and other tasks assigned by Supervisor, requests from Council or the public. Work is reviewed through discussions with supervisor and department meetings. New initiatives, major projects and policies are discussed with supervisor with recommendations.

KEY SKILLS AND ABILITIES
Knowledge of current methodologies and design practices in building architecture, engineering and building construction.
Knowledge of building envelope design principles and practices.
Ability to analyze and complete energy models for building construction projects.
Ability to interpret and communicate highly technical regulatory requirements and research findings to a broad range of internal and external stakeholders.
Compose and present proposals and policies.
Ability to multi-task and adapt to multiple competing priorities and deadlines.
Ability to exercise independent judgement.
Excellent ability for verbal, written, and visual communication.
Ability to establish and maintain effective working relationships with the building community and various client groups.
Demonstrated ability to work effectively with internal departments and clients.
Facilitate public consultation meetings and workshops.
Work effectively with the public and outside agencies through communication and listening.
Establish and maintain effective working relationships.
Proficiency in Office 365 applications including, Word, Excel, PowerPoint, Teams and other speciality software as required.

QUALIFICATIONS
Formal Education, Training and Occupational Certification:
Completion of a professional degree in architecture, building technology, mechanical engineering or an equivalent building science professional degree from a recognized post-secondary institution.
Experience:
6 years of related experience or an equivalent combination of education and experience.

OTHER:
May be requested to substitute in a more senior position.

Work schedule: Monday - Friday, 35 hour work week
$52.56 per hour, Pay Grade 18 (Under Review)
