Job Description

The Edmonton Police Service (EPS) is seeking a Senior Doman Architect for the Solutions Architecture Section. Reporting to the Manager, Solutions Architecture Section, responsibilities of this position will include:

  • Assess and document organizational technology needs and create and maintain technology strategies and roadmaps in one or more areas of expertise including but not limited to infrastructure, applications, telephony, cloud computing, GIS and analytics.
  • Design and develop architecture for technical solutions; support implementation with architectural oversight and deep technical expertise, and provide direction, troubleshooting and optimization recommendations for implemented solutions within areas of expertise.
  • Support or lead the development, maintenance and communication of standards documents and other architectural principals for EPS.
  • Collaborate with IT staff, SMEs, business partners and senior leadership to understand business processes / functions / capabilities, assess the types of architecture services needed and plan and design solutions or service delivery.
  • Identify emerging and current technologies in areas of specialty and identify reasons for adoption and change.
  • Conduct evaluation and comparison of alternative solutions; determine suitability of solutions within enterprise roadmaps, ensure solution designs align with organizational strategies and needs, and engage in risk assessment and mitigation.
  • Support project teams in business case assessment, ROI analysis, architectural review and/or RFP development and evaluation.
  • Maintain recognized expert level knowledge in their multiple areas of specialty.
  • Provide expert guidance, assistance and communication on architectural designs, definitions and guidelines to stakeholders ranging from operational or project teams to senior level management.
  • Consultancy: collaborate with stakeholders, take responsibility for collecting user requirements, collecting data, analyzing, and recommending solutions.
  • Provide leadership, mentorship and subject matter expertise to architects and project personnel. Ensure currency of knowledge within areas of expertise and support a culture of knowledge sharing between team members.
  • Assist the manager with administrative, planning and evaluation activities as required. Identify areas of strength and weakness and recommend training or mentorship to address gaps.
  • Other duties as required.
Qualifications
  • Relevant post-secondary degree (IT, Computer Systems Technology, Management Information systems, Computer Engineering) and eight (8) years related experience OR Relevant post-secondary diploma (IT, Computer Systems Technology, Management Information systems, Computer Engineering) and nine (9) years related experience, including the (3) years directly related experience in planning, designing and implementing solution architecture and leading teams.
Related experience including:
  • Minimum three (3) years as a subject matter expert in one or more areas related to an architecture domain.
  • Minimum two (2) years cumulative experience serving in an architecture related role producing solution designs and enterprise technology strategies and roadmaps.
  • Minimum four (4) years in progressively responsible experience developing, implementing, analyzing, supporting, leading solutions or technology projects.
  • Experience with telephony architecture, NG911, business architecture and data architecture would be an asset.
  • Deep technical experience in a computing environment similar to EPS would be an asset, including: Law enforcement application focus such as CAD, Niche RMS, ECM, Genetec Clearance. Hybrid environment of cloud, SaaS and on-prem data, applications and technologies. Next gen dispatch and telephony systems (IP Call Handling, Next Gen 911).
  • Experience with some or all of the following technology strategies with preference given to infrastructure: Microsoft Azure, Cloud Computing, enterprise architecture, cyber security, Web services, Microservices, Active Directory, Azure DevOps, Microsoft 365, Solacom, Niche RMS, CAD and Genetec Clearance.
  • Deep knowledge of architecture frameworks and methods such as TOGAF including the ability to customize a framework or methodology to meet a given situation.
  • Proven leadership and information technology expertise particularly in Enterprise Architecture practices, IT architecture planning and design, and project management.
  • Excellent organizational, interpersonal, verbal, and written skills with a strong focus on customer service, and the ability to excel within a team environment is required.
  • Knowledge and experience working with COBIT 5 principles is an asset.
  • Applicants may be required to undergo a knowledge or skills assessment test.
  • As part of your pre-hire screening, you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.

Hours of Work:

40 hours per week between 0800-1600 hours, Monday - Friday. Hours of work may be subject to the terms and conditions of variable hours of work program.

Salary Range:

21B, Salary Grade 038, $53.06 - $67.02 (Hourly), $4,244.80 - $5,361.90 (Bi-Weekly), $110,789.28 - $139,946.11 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
