About the Position:
Join a people-focused team in an exciting time of change in an organization that makes a difference! The BC SPCA is a dynamic organization with facilities and services across the province of BC. This position reports to the Chief People Officer, the Senior Director, Human Resources is responsible for overseeing human resources functions including recruitment, employee/labour relations, and health/safety/wellness. The primary focus is on ensuring these functions are in keeping with legal requirements, best practices, and meeting organizational current and anticipated needs both on a strategic and day-to-day basis.
The Senior Director, Human Resources will work as a close peer to the Senior Director, Volunteer Resources and the Organizational Development Specialist and will have significant interface with all other departments in the organization, ensuring a high level of customer service overall. This position also acts on behalf of the Chief People Officer during periods of absence.

Some specific duties:
Management & Leadership (40%):

  • Models exceptional standards of ethics, professionalism and five star internal and external customer service standards.
  • Develops a culture of innovation, teamwork, agility and idea generation along with embracing volunteerism in the organization.
  • Acts as a champion for diversity, equity and inclusion and workplace health, safety and wellness.
  • Provides expertise and guidance on strategic directions for identified human resources functions, including a phased roadmap for efficiency and service improvements.
  • Responsible for the hiring, onboarding, performance management/development, and recognition of assigned human resources team members.
  • Provides active coaching and mentorship to ensure objectives and goals are met, celebrating individual and team successes.
  • Conducts regular SMART goal setting and performance reviews.
  • Supports the development of and compliance with key human resources policies and procedures, building supportive and trusting relationships across all functions of the organization to ensure human resources policies/procedures are relevant, clear and implemented effectively.
  • Embraces data, technology and automation to maximize the effectiveness and efficiency of assigned human resources functions and demonstrates exceptional change management leadership skills.
  • Leads human resources-related strategic level projects, as assigned.
  • Looks for ways to enhance volunteer opportunities in the department and works with the Volunteer Resources Team to implement any approved initiatives.
  • Works with Training & Development Specialist and other Subject Matter Experts in human resources to create, maintain, and deliver training on employee-related policies/procedures and best practices.
  • Liaises with peers in the non-profit and human resources communities to generate and implement best practices.
  • Monitors and administers assigned budget; provides input into budget forecasting.
  • Completes reports on assigned key performance indicators (KPIs).
  • Acts on behalf of the Chief People Officer during times of absence or as otherwise assigned.
Employee/Labour Relations (20%):
  • Maintains current knowledge of employment law and human resources best practices in order to act as an expert internal resource.
  • Monitors trends and suggests areas of opportunity related to employee/labour relations matters, as assigned.
  • Maintains the employee handbook.
  • Addresses employee relations cases escalated by the team.
  • May represent the BC SPCA at various third-party proceedings including the Human Rights Tribunal, BC Employment Standards, and at legal proceedings as assigned.
  • Builds relationships with union representatives and acts a chief spokesperson for the BC SPCA in collective bargaining.
  • Navigates advanced stages of the grievance procedure and arbitration processes, as necessary; may represent the BC SPCA at arbitration as assigned.
  • Researches case law and provides relevant analysis to present to the Chief People Officer in making strategic decisions related to employee/labour relations matters.
  • Oversees the employee engagement survey, exit interview processes, and other analyses.
  • Identifies trends and analyzes best practices, providing recommendations to Chief People Officer to address issues and capitalize on opportunities for enhancement.
  • Oversees the BC SPCA performance management and recognition systems and processes for employees; works with Senior Director, Volunteer Resources to ensure consistency of approach between employees and volunteers.
  • Acts as an expert resource on privacy, confidentiality, and record-keeping in employment-related matters.
  • Administers complaints made under the Respectful Workplace Policy.
  • Conducts internal conflict resolution and mediation processes, as necessary.
Recruitment (20%):
  • Oversees the development, implementation, and maintenance of a comprehensive talent acquisition strategy for the organization.
  • Examines current use of the online applicant tracking system to suggest efficiencies and enhancements.
  • Continuously looks for improvements for internal and external user-experience.
  • Reviews and maintains employment contract templates and ensures compliance with legal/collective agreement requirements and best practices.
  • Reviews and maintains pre-employment background check policies and programs.
  • Contributes to a succession management strategy for the organization.
Health, Safety & Wellness (20%):
  • Oversees the development, implementation, and maintenance of a health, safety and wellness function that meets legal requirements and enhances organizational effectiveness.
  • Represents the BC SPCA with WorkSafe BC and short and long term disability providers, as required.
  • Maintains and evaluates existing disability management and wellness programs; provides input into strategic wellness discussions.
Performs other duties as assigned.
Qualifications you need to have:
  • Degree in Business/Human Resources and Chartered Professional of Human Resources (CPHR) designation plus minimum of 7 years' relevant experience in human resources in a unionized environment, three of which must be in a leadership role; or an equivalent combination of education and experience acceptable to the employer. Relevant experience includes, but is not limited to the following:
  • HR policy and procedure writing and implementation.
  • Collective bargaining, grievance/arbitration proceedings, and collective agreement interpretation/administration.
  • Talent acquisition programs.
  • Health, safety and wellness programs.
  • HRIS administration.
  • Conflict resolution/mediation.
  • Leading multiple, complex projects.
  • Training in privacy legislation and continuing education in the field.
  • Emotionally intelligent leader with a focus on strengths-based coaching.
  • Strategic and creative thinker with a passion for continuous improvement.
  • Self-starter who enjoys proactively generating, evaluating and implementing new ideas and does independent research, cost/benefit and risk analysis before making recommendations.
  • Demonstrated ability optimizing the talents of a diverse team and ranking and communicating how to navigate competing priorities.
  • Excellent communication skills and ability to work with internal/external parties at all levels and from diverse backgrounds in a positive and respectful manner.
  • High level of comfort with change/conflict and experience leading a team using best practice change/conflict management frameworks.
  • Passion for technology and automation, experience leading or collaborating on HRIS-related projects preferred.
  • Exceptional analytical and decision-making skills.
  • Willing to undergo a Criminal Record Check.
  • Working knowledge of the concepts of equity, diversity, inclusion and reconciliation with a strong understanding of trauma-informed practices, cultural awareness and decolonizing approaches.
  • Philosophical harmony with the vision, mission, values & strategic directions of the BC SPCA.
