As the Senior Development Consultant, you will lead the development and implementation of strategies, policies, and programs to advance the integrated planning of facilities and demonstrate progress towards organizational objectives. You will support divisional leadership, program and project leads, sponsors, decision-makers, and service representatives with accurate and timely analysis of financials and benefits at a project, program, and portfolio level. You will also be responsible for program and portfolio benefit analysis, including development, management, and continuous improvement of the City's Facility Portfolio Benefit Management Framework. Primary duties include:

Lead the development and implementation of policies, processes, and framework initiatives to support the joint venture co-development of multi-service facilities. Lead facility-related financial and portfolio and program benefits analysis as well as tracking and reporting. Perform financial analyses and pro formas to assess the feasibility of facility development, redevelopment, and joint venture opportunities; assist in reviewing third-party development proposals; write reports and presentations to senior executives. Support strategic and operational planning activities related to all transactions and provide input for long-term planning initiatives that support Facility Portfolio Management Strategy. Support portfolio and program planners obtaining accurate and valuable financial information on key deliverables, performing financial analysis on projects, and ensuring business cases and plans represent the total cost, operations plan for facilities and value of a proposed facility program or project from a Triple Bottom Line perspective. Manage and lead communication and interactions with external and internal parties, including public consultation and council and committee presentations.


Qualifications

A degree in Public Administration, Business, Accounting, Economics, Planning, Political Science, Engineering, Finance or related and at least 5 years of experience in development management, real estate economics, real estate portfolio management and agreement negotiations; OR A master's in Business Administration, Public Administration, or a related discipline and at least 2 years of related experience in the above areas. Advanced experience with MS Excel is required. Strong financial acumen is essential for success in this role, and a high-level understanding of corporate capital, finance, and planning processes is an asset. Experience in commercial, residential, industrial development or real estate project development and in agreement negotiations will be considered an asset. Workstyle

This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.

Compensation: Pay Grade 12 $47.01 - 62.84 per hour
Days of Work: This position typically works a 5 day
work week, with 1 day off in each 3 week cycle.

Hours of work: Standard 35 hour work week
