Qualifications:
Essential:
A postgraduate degree in computer science, computer engineering, statistics, mathematics or an equivalent combination of education, training and experience may be considered
Extensive experience handling data in an environment relating data needs to operational demands
Experience using administrative databases for statistical reporting and/or research purposes for large and complex datasets/databases
Experience using programming languages (SQL, Python, R), SmartSheet, and data visualization tools including PowerBI
Extensive knowledge of both quantitative and qualitative research methods
Ability to take initiative and work independently with good judgement
Strong analytical and problem-solving skills to address issues and identify innovative solutions
Knowledge of government legislation and policies related to appropriate use of data, including The Freedom of Information and Protection of Privacy Act and The Personal Health Information Act
Excellent written communication skills
Excellent verbal communication skills with the ability to convey technical information to a variety of audiences
Excellent interpersonal skills including the ability to work with various levels and partners while demonstrating political acumen
Effective organizational skills with the ability to quickly adapt while managing multiple and changing priorities within tight deadlines

Duties:
Using specialized analysis, inferential statistics and predictive modelling, the Senior Data Scientist develops key statistical reports and analyses and presents these findings and recommendations to senior leadership to inform decision-making. The Senior Data Scientist leads cross-departmental and cross-divisional projects, which involve coordinating and managing the work of other statistical analysts, and is responsible for directing and training clerical staff with respect to data entry. The Senior Data Scientist represents Manitoba on international, national, and provincial working groups that advance the analysis of post-secondary education data and student financial assistance.
