Job Description


Under the general direction of the Coordinator, Data and Analytics, the Senior Data Scientist will take on a multitude of leadership roles and collaborate with a multi-disciplinary team to address a wide range of problems within the context of the Department. This position will draw on leadership, scientific rigor, technical expertise, and statistical methods to help identify, monitor, govern, and address Department challenges and opportunities guided by principles of scientific method, sustainability, and innovation. The Senior Data Scientist will work all across the organization to help shape the Department\xe2\x80\x99s business and technical strategies by processing, analyzing, and interpreting data sets of all kinds. The Senior Data Scientist will also serve as a role model and champion in promoting an evidence-based, investigative culture across the organization by advising, consulting, and educating users. As the Senior Data Scientist you will:

  • Identify, advise, and work with data sets of various context, purpose, scale and complexity to address Department challenges and opportunities.
  • Architect, create and operationalize descriptive, diagnostic, predictive and prescriptive analytics and models to promote an evidence-based decision-making culture built on data and their derivatives.
  • Advise the organization and its business areas on ways to strengthen their data quality and applicability in business planning, operations, and research, and ensure data solutions comply with any applicable regulatory laws.
  • Initiate and conduct continuous research and development of statistical methods, processes, and technologies to enhance data and analytics products and services.
  • Lead the organization and its business areas to improve its data and statistical literacy, and adoption of appropriate technologies to problem solve and create insights for decision-making.
Your education and qualifications include:
  • A Bachelor Degree in a relevant STEM discipline (e.g., Statistics, Mathematics, Actuarial Sciences, Finance, Computer Science, Data Science, Environmental Sciences, Engineering, Operations or related field). A Master\xe2\x80\x99s Degree or higher is preferred.
  • Any combination of training and/or certifications in Data Science, Statistics, Cloud Services, Machine Learning, Artificial Intelligence, Deep Learning, Natural Language Processing, Programming, etc. is preferred.
  • Four (4) years of experience in data collection, writing summaries, and visualizing data.
  • Four (4) years of experience with databases, ETL, and data warehousing including performing data wrangling and feature engineering.
  • Four (4) years of experience designing and conducting research, analyzing complex issues and developing recommendation systems.
  • Four (4) years of experience in data analytics, and interpretation of data and statistical models (e.g.A/B Testing, Clustering, Regression/Classification, and Explanatory Models.) including data preparation techniques, boosted algorithms, hyperparameter tuning, and model evaluation metrics.
  • Four (4) years of experience programming in a general purpose programming language for application development and statistical computing.
  • Four (4) years of experience programming in a programming language for managing databases.
  • Four (4) years of experience with Machine Learning and AI techniques (e.g. supervised and unsupervised ML, decision trees, and logistic regression).
  • Four (4) years of experience with designing, developing and operationalizing data visualizations, dashboards, and reports using business intelligence tools/platforms and/or application frameworks and libraries.
  • Three (3) years of experience with advanced Machine Learning techniques (i.e., natural language processing, outlier detection, recommendation engines, etc.).
  • Experience working within STEM-oriented industries or organizations similar to the Department is preferred.
  • Experience applying Privacy and Data Protection frameworks and standards, processes, and policies in work is preferred.
  • Experience working with data governance and standardization frameworks is preferred.
  • Experience leading others (directly or indirectly) in a team setting is preferred.
  • Proficiency in the use statistical analysis tools is preferred.
  • Applied knowledge of GIS (Geographic Information System) / GLI (Geospatial and Location Intelligence) / Geomatics, cartography and mapping is preferred.
  • Proficiency working with Cloud-based platforms and services is preferred.
  • Proficiency applying and using version control using tools is preferred.
  • Strong analytical, problem-solving, structured thinking, and organizational skills, together with an ability to take initiative, multi-task and work under time constraints.
  • Excellent verbal and written ability to communicate effectively with other professionals and all levels within the organization, and the ability to present research findings effectively to varying audiences.
  • Demonstrated interpersonal skills and the ability to work cooperatively, collaboratively, and professionally with fellow employees at all levels, consultants and external stakeholders.
  • Ability to establish and manage effective partnerships and agreements with a wide variety of community/business groups, agencies, associations and civic departments.
  • Ability to provide technical leadership and mentorship to peers.
