The Financial Services Division of Service Nova Scotia provides corporate financial support through four key teams: Payroll Services, Operational Accounting, Performance Excellence, and Collection Services. Within this division, Payroll Services provides service to the Province\xe2\x80\x99s departments, agencies, and other government units, as well as to retirees of three government pension plans. Within Payroll Services, the Payroll Accounting & Tax Compliance team provides centralized and integrated support and services in the areas of payroll production, tax compliance, SAP systems integration and maintenance, and fiscal and taxation year-end reporting for the Province and related government entities.

About Our Opportunity

As the Senior Corporate Payroll Analyst, you will be responsible for oversight of specialized business functions and processes associated with the successful delivery of payroll processing, taxation, and fiscal and calendar year-end reporting for the Province of Nova Scotia and its clients through acting as a key integration point.

You will provide professional expertise and guidance through investigation, research, and analysis of complex payroll-related issues such as taxable benefits, severance payments, retiring allowances, grievances, and settlements. The Senior Analyst will be responsible for troubleshooting complex, non-standard SAP processing and posting errors and will liaise with clients and technical support to resolve issues impacting accuracy of pay results, tax compliance, and financial reporting.

The Senior Corporate Payroll Analyst oversees the coordination and execution of taxation and fiscal year-end activities as well as system enhancements and upgrades. Working on multiple cross-functional project teams in support of modernizing the SAP HR/Payroll function within government, you will incorporate best practices in both system design and business processes. You will also assist in the review, delivery, and enhancement of practices and processes within the daily operations of Payroll Services.

Primary Accountabilities

You will focus on the following main areas of responsibility:

SAP system changes \xe2\x80\x93 Leading initiatives and providing support behind annual support packs, taxation year-end updates, configuration changes, updates and maintenance of third-party interfaces, testing, coordination, etc.

Process improvements and project management \xe2\x80\x93 Taking a critical look at what we do and if it can be done better! These activities may be system related or accounting/operational in nature. Examples of projects may include work relating to government reorganizations, service enhancements, business process design/redesign.

Tax compliance \xe2\x80\x93 Research payroll-related issues with a view to being fully tax compliant drawing from credible sources including legislative bodies, industry associations, and/or conducting jurisdictional reviews. Compile information, design communications, prepare reports and give presentations on related topics.

Accounting Review \xe2\x80\x93 Support a team of Corporate Payroll Analysts\xe2\x80\x99 work through review and approval of journal entries, transactional processing documents such as public service award payments, severance payments, payroll-related reconciliation of general ledger accounts, monthly payroll billings to outside agencies, review/analysis/approval of various reports, etc.

Qualifications and Experience

The ideal candidate comes with a Bachelor\xe2\x80\x99s degree in a related discipline (i.e., Commerce, Business, MPA, etc.) plus a minimum of 5 years experience in 2 or more of the following areas:

  • Payroll
  • Systems maintenance/support/administration in an ERP environment
  • Project management
  • Process improvement/Lean/Six Sigma
  • Policy/legislative research
  • Financial accounting
An equivalent combination of training and experience may be considered.

Additional assets would include, but are not limited to, any of the following credentials:
  • Project Management Professional (PMP)
  • National Payroll Institute Certifications (i.e., PCP, PLP)
  • Chartered Professional Accountant (CPA)
Equivalency

Equivalent combinations of education/experience levels may include, but are not limited to:
  • Relevant College level diploma/certificate program plus additional years directly related work experience (i.e., Business Administration, Accounting, Financial Services, Business Intelligence/Analytics, Database Administration, Systems Management, etc.)
  • 9 years directly related work experience in at least 2 of the 6 areas listed under Qualifications & Experience

Salary Range: $2,543.38 - $3,091.70 Bi-Weekly
