ABOUT THE ROLE



This position is responsible for leading various financial and accounting functions to support financial analysis and administration for the Region, including preparation of financial statements and audits, reporting, accounting and internal control functions, and developing financial metrics. Provides advice and recommendations for financial, economic, policy and legislative developments. Liaises with stakeholders and presents materials to communicate financial and policy analysis.





WHAT YOU'LL BE DOING




Develops financial reports and provides consultative support to management. Produces key performance indicators and dashboards for revenue, accounts receivables, accounts payable, payroll activities, disbursements and other financial activities. Ensures financial transactions are accurate and in compliance with standards and Regional policies and procedures. Evaluates the effectiveness of internal controls for financial processes; develops and monitors procedures where necessary. Provides direction and recommendations for the implementation of controls and ensures compliance. Leads the verification/reconciliation process and provides advice on accounting transactions and processes. Reviews financial and accounting policies, reports and procedures for accuracy and compliance. Supports the development of the Regional budget and conducts analysis. Plans and liaises with external auditors to manage audit requirements. Analyzes financial, economic, policy and legislative development and makes recommendations. Provides guidance and expertise in the development of accounting policies and processes and collaborates with stakeholders to implement. Researches, resolves accounting issues and recommends modifications to accounting systems and procedures. Liaises with department staff to resolve outstanding financial and accounting issues. Prepares presentations to staff and management as required. Provides consultation and guidance to staff on Regional financial administrative programs. Participates in meetings, committees, work groups and task forces as assigned. Manages information in accordance with legislation and corporate standards.
Ensures that services provided meet Regional customer service standards.

WHAT WE'RE LOOKING FOR




Successful completion of a University Degree in Accounting, Commerce, Finance or related discipline. Professional designation as a Chartered Professional Accountant (CPA). Minimum five (5) years' experience in finance, accounting, financial analysis, account management, reserve analysis, financial statement preparation, or policy and procedure development. Knowledge of generally accepted auditing practices and principles, accounting principles, consolidations, finance, and budgeting principles and practices. Knowledge of applicable laws, codes, and regulations, including provincial and municipal statutes. Knowledge of and experience with financial computer applications, including large-scale Enterprise Resource Planning (ERP) systems. Experience in working within a large, multi-divisional organizational with various lines of business. Advanced skills in virtual platforms and MS Office Suite including the use of virtual platforms for conducting meetings and/or presentations. Demonstrated ability in the Region's core competencies.
