Primary function
The Enterprise Strategy Management (ESM) department, within the Strategy and Public Affairs Division (SPA), is responsible for enterprise strategy and planning, enterprise risk management, and enterprise portfolio and delivery services. By utilizing a standard project delivery framework, ESM advances and supports key enterprise-wide initiatives to ensure the successful execution of Legal Aid Ontario's (LAO) Strategic and Business Plans.
This role will support the development, implementation, and continuous evolution of change management strategies that support the successful delivery of enterprise-wide strategic initiatives.
Working closely with the ESM team, this role will embed change management practices into all phases of the Delivery Services Framework and support the implementation of the Strategic Change Guidebook. This position provides both strategic advisory and hands-on delivery support, serving as a subject matter expert to executive sponsors and senior leadership, while also leading the day-to-day execution of change plans, stakeholder engagement, readiness assessments, and capacity building.
As LAO expands its change management maturity, this role will play a key part in supporting the rollout of a multi-year Change Management roadmap that ensures scalable, consistent, and sustainable change practices across the organization.

Key accountabilities
Strategy, Framework Development, and Governance

  • Support the implementation and continuous improvement of the Change Management Framework aligned with Prosci standards.
  • Maintain and evolve change management policies, language, tools, templates, and documentation.
  • Embed change management methodologies into the Delivery Services Framework and ensure alignment with the Strategic Change Guidebook.
  • Support the execution of the multi-year change management rollout plan, scaling practices as organizational maturity grows.
Change Planning and Execution
  • Develop tailored change management strategies and implementation plans for major strategic initiatives.
  • Design and facilitate stakeholder impact assessments, workshops, and readiness activities.
  • Provide change management leadership on large-scale projects as the assigned Change Manager, and offer guidance and support to Project Delivery Consultants (PDCs) managing change on small to medium-sized initiatives.
Stakeholder Engagement and Communication
  • Identify and analyze key stakeholder groups and define engagement strategies.
  • Collaborate with internal communications teams to inform change messaging and communications.
  • Create briefing notes, reports, and presentations to socialize change strategies with executive sponsors and senior leaders.
  • Work with training teams to integrate change management practices into training materials and delivery strategies.
Evaluation, Measurement, and Continuous Improvement
  • Define and monitor change success metrics (e.g., ADKAR, adoption rates, resistance levels).
  • Evaluate project outcomes and change effectiveness through structured assessments and feedback loops.
  • Recommend process improvements and best practices to enhance CM capabilities.
Capability Building and Support
  • Provide guidance on key roles in successful change management and adoption.
  • Support PDCs and project teams in applying the change management framework, tools, and principles.
  • Champion a change-ready culture by increasing awareness and understanding of change management at all levels of the organization.
Required skills & experience
  • Post-secondary education in Business Administration, Organizational Development, Strategic Management, or a related field; a combination of education and relevant experience will be considered.
  • Formal Change Management Certification or accreditation (e.g., Prosci, CCMP) is strongly preferred.
  • 5-7+ years of progressive experience leading or supporting organizational change, with a track record of success across large and complex initiatives.
  • Deep knowledge of change management methodologies (especially Prosci), tools, and best practices.
  • Experience embedding change management into portfolio and project delivery frameworks.
  • Strong understanding of stakeholder engagement, organizational readiness, change communications, and resistance management.
  • Exceptional communication and facilitation skills, with experience preparing materials for executive audiences.
  • Proven ability to work in dynamic, evolving environments with cross-functional and unionized teams.
  • Strategic thinking with the ability to balance long-term vision with practical, scalable solutions.
