The

senior construction project specialist

is responsible for providing senior coordination and administration expertise to the design and construction of complex capital works and maintenance projects. This position is also responsible for senior technical input related to asset management; and identifying, recommending, and implementing process improvements to enhance efficiencies.


What you do:



Prepare cost estimates and submissions for program and contract approvals. Prepare procurement packages and coordinate procurement processes. Review and evaluate proponent submissions and recommend selection. Liaise with, instruct and recommend approval of all phases of consulting work. Provide recommendations on project functional/performance requirements and conduct constructability reviews. Coordinate and administer construction activities: Inspect and record construction activities and progress. Prepare and/or check progress claims. Prepare and recommend approval of contract changes. Evaluate and recommend approval of on-site construction changes. Track program and contract budgets and schedules and implement change management procedures as required to meet project targets. Prepare project cost and progress reports, and any other necessary reporting. Compile project close-out data and coordinate with Asset Management team to select relevant data for input to VFPA's Asset Management System. Maintain department's construction management procedures. Define scope of work, organize and/or carry out asset inspections and assessments. Report on inspection/assessment results and recommend follow-up actions. Work with Asset Management team to ensure hand-over of appropriate data, including recommended follow-up actions. Support Asset Management team in developing asset rehabilitation programs based on asset inspections, assessments, and life-cycle cost evaluations. Provide senior technical assistance to internal and external customers. Review permit applications received from VFPA's Project and Environmental Review (PER) Process and provide senior technical input and recommendations to PER Review Lead.

What you bring:




Must have a bachelor's degree with specialization in civil engineering or another acceptable discipline that meets academic requirements for Engineers and Geoscientists BC registration. A minimum of 5 years of senior level experience in leading port related capital and maintenance projects, condition assessments and design of port asset renewals (ie. inspecting, evaluating and rehabilitating port infrastructure). Must have excellent computer skills including databases, MS 365 products, apps and services. Professional Engineer designation and Project Management Professional (PMP) certification is an asset.

Working environment:

Normal office conditions with occasional exposure to inclement weather conditions or other hazards such as overwater, operating terminals, roadways, rail corridors or construction sites.


Marine Transportation Security Clearance




This position is required to access restricted areas/information. The incumbent must obtain and maintain a valid Marine Transportation Security Clearance as defined by the Marine Transportation Security Regulations.
