Hybrid Job:

This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

Reporting to the Development Director, the Senior Construction Manager will work in a fast paced environment and interact with stakeholders, government agencies, business partners, community partners, tenants and internal staff to plan, organize, direct and control design and construction activities of various development projects. Leading internal and external construction teams, the Senior Construction Manager is responsible for overseeing the design of TCHC rental housing projects including unit plans, interior common spaces, indoor and outdoor amenity areas, outdoor open spaces, servicing and loading areas and any other aspects necessary for the successful implementation of TCHC's revitalization program in a manner that aligns with TCHC's tenant focused culture.


Senior Construction Managers will monitor the progress of specific construction projects on cost control, drawing review, coordination, consultation, facilitation and documentation of project development from project design through to construction completion and turnover. Other duties include acting as a professional resource providing expertise in construction management to Development Managers in preparation of preliminary/final budgets, value-engineering throughout projects planning and production drawings, planning of construction sequencing, analysis of activities, costs, operations, and forecast data to determine progress towards completion. Development initiatives consist of a mix of high-rise and low-rise rental, affordable ownership, market 'for-sale' housing with commercial retail, office and recreational components. Projects range from $3 Million to $500+ Million in construction value. All current projects are designed with high energy efficiency measures, some projects are to be LEED, Toronto Green Standard or Energy Star certified.

What you'll do




The Senior Construction Manager, working with a project team, will oversee all aspects of the project lifecycle from schematic design and construction through to turnover and occupancy. Key responsibilities and essential job functions include but are not limited to the following:

Design & Pre-construction

Manages the design of building schemes and specifications, ensuring alignment with corporate goals, objectives and design standards along with regulatory requirements Participate in resident and community meetings and consultations informing the community about the status of design and/or construction and getting feedback on proposed designs Manages the preparation of materials and timing for review at the TCHC Design Review Panel as it relates to the different projects Manages the procurement process for retaining design consultants Attends design consultant meetings as required, and reports back to the project team
Construction

Manages the construction schedule and budgets for each project including regular reporting to internal finance and other divisions Coordinates all administrative aspects of the construction process, including management of consultants, vendors, plan revisions, occupancy date changes, processing of monthly progress draws, etc. Preparation of RFQs and RFPs for contractors or consultants as required Acts as a liaison between project sites and various TCHC divisions Reviews plans and specifications as required Approves and processes all change orders and investigates discrepancies Attends bi-weekly site meetings throughout the duration of construction and reports back to the project team Work with internal and external legal counsel in the preparation of construction management contracts and contract negotiation Implement controls to mitigate TCHC risk through the course of a project including risks to the budget, schedule and site Manages the turnover process of new residential units to the internal Asset Management division within TCHC
Financial Accountability

Maintains and tracks project budgets and expenses Continuously evaluates and recommends value engineering opportunities to improve financial performance of the project Reporting to the shareholder, executive leadership team and/or the TCHC Board of Directors as required
Leadership

Supervises, mentors and monitors the performance of direct reports Develops and maintains a high performance team through coaching and development Identifies areas for improvement among teams and implements processes to achieve high productivity within construction

What you'll need



Post-secondary education in architecture, engineering, project management or related areas Member of OAA, P.E.O., OACETT, or PMP recommended Knowledge of Ontario Building Code, LEED, Toronto Green Standards, AODA, and Energy Star Knowledge of Tarion or Residential Tenancies Act is considered an asset Minimum 7 years of design, construction and project management experience with demonstrated experience designing and managing construction of multi-unit residential buildings. Experience with other types of buildings such as institutional, community centres, retail or commercial is an asset Experience managing multi-disciplinary teams Organizational and planning skills, with a demonstrated ability to solve problems and make decisions in a timely manner Strong written and verbal communication skills Knowledge of development process life cycle Ability to read and interpret construction drawings Negotiation skills Experience with procurement processes Must have excellent interpersonal skills and proven track record with managing internal and external stakeholder relations Microsoft Office (Word, Excel, PowerPoint, Outlook and Project) and AutoCAD
