Main Purpose and Function

As a member of the Civic Engagement and Communications team, the Communications Coordinator II \xe2\x80\x93 Transit Projects - works on a variety of strategic communications projects as assigned by the Communications Manager Engineering and in conjunction with the Manager, Transit Integration and Projects.

The Communications Coordinator II \xe2\x80\x93 Transit Projects, defines and guides the communications approach for major Capital-funded infrastructure projects and transit-related planning and construction initiatives at the City of Vancouver in partnership with TransLink and the Province. This position is responsible for developing and leading a variety of strategic communications plans and campaigns in support of these projects\xe2\x80\x99 objectives. The position works collaboratively with staff in the City\xe2\x80\x99s Civic Engagement and Communications division, with members of the various project teams, and with counterparts at partner organizations including TransLink and Provincial agencies such as the Ministry of Transportation and Transportation Investment Corporation.

This position manages critical issues related to these key transit infrastructure projects that are highly visible, time-sensitive, and carry a high degree of exposure for the City of Vancouver\xe2\x80\x99s operations and reputation.

The position has a strong strategic and community relations focus including developing communications strategies that support successful business outcomes; creating, or supervising the creation of various communications tools to inform the public about key initiatives, their expected impacts, and the opportunities for public involvement and engagement.

This role liaises with the media on issues and questions, coordinates key messages with partner organizations prepares spokespeople to ensure the information provided is accurate and accessible to the public. The position develops, and/or supervises the development of, a wide range of written materials, including social media and informational campaigns, news releases, backgrounders, and presentations, and liaises with other government agencies and stakeholders as required.

Specific Duties/Responsibilities

  • Provides strategic communications advice to client areas across Transportation, including senior staff in Transportation Planning and Transportation Design branches.
  • Regularly meets with and coordinates messaging with project partners for media responses, questions from Council and the public.
  • Develops, coordinates, and, upon approval, implements communications plans and informational campaigns.
  • Monitors and evaluates the effectiveness of communication and social campaigns and activities in terms of meeting program objectives.
  • Researches, writes, produces, and executes a wide variety of communications tactics for web, social media, advertising, video and print.
  • Writes project-specific content and oversees the production of communication materials.
  • Assists in arranging press conferences and other special events.
  • Prepares reports, presentations, correspondence, and other materials related to the work.
  • Monitors project budgets.
  • Other duties/responsibilities as assigned.
Minimum Qualification Requirements

Education and Experience:
  • Degree in Communications, Public Relations, Journalism, or a related discipline and at least five to seven years experience leading complex communications projects and campaigns, preferably in a government or public sector setting. Must have considerable experience implementing communications plans on high-profile, complex, and/or controversial topics; experience in managing issues related to initiatives.
Knowledge, Skills and Abilities:
  • Thorough knowledge of the principles, practices, and techniques relating to professional communications.
  • Considerable knowledge of working with and communicating with diverse community groups.
  • Considerable knowledge of working on projects that intersect with other government bodies and stakeholders.
  • Working knowledge of local government and how it operates
  • Superior level of English language communication skills, both written and oral.
  • Ability to write and edit for web, print, social media, video, and advertising.
  • Ability to use web content management systems to deliver on communication goals.
  • Ability to develop key messaging and media relations strategies.
  • Ability to establish and maintain effective liaison and working relationships with a variety of internal and external contacts.
  • Ability to develop and implement concepts and themes and to research, write, produce, and disseminate a variety of communications materials.
  • Ability to identify risks to the organization in potentially contentious issues and escalate them to a superior.
  • Ability to work on several projects simultaneously and manage competing priorities.
  • Ability to develop reports, presentations, correspondence, and other related materials.
  • Ability to oversee the work of staff (graphic designer, videographer) and consultants engaged in communication work
  • Project management training/experience is an asset.
Were operationally appropriate, and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 \xe2\x80\x93 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

The City\xe2\x80\x99s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
