About the Opportunity
A Public Sector client is seeking an experienced Senior Business Process Consultant to support complex, multi-stakeholder projects focused on organizational performance, planning, and governance. This is an exciting opportunity to contribute to national-level initiatives, advising on process optimization, business planning, and performance frameworks that impact major defence and operational programs.
The Contractor's resource will perform tasks to support Cyber Assurance Programs.
Duties include but are not limited to:

  • Consult on a range of issues affecting the organization's ability to achieve the project's business objectives.
  • Consult on the implementation of various business systems and process improvements for Business Planning, Financial Management, Human Resources and/or Facilities Management to maximize increased efficiencies.
  • Review, analyze and/or update of the Program's financial audits and procurement control frameworks to implement and identify issues concerning the operational effectiveness of existing or planned improvements, such as Post Payment Reviews, Functional Planning Guidance, etc.
  • Review, analyze and report on departmental lateral accountabilities requirements to identify information, procedures and impacts on existing resources (financial and human) to assess the Program's capacity and capability to undertake and successfully deliver an initiative or a policy / program change.
  • Analyze and develop options and business cases to assist management in making program change decisions (e.g. transformation of a program component, alternative service delivery, financial viability).
  • Analyze and/or develop applicable policies and related documents (i.e. such as Defence Administrative Orders and Directives, Materiel Management Instruction, Materiel Group Instructions, Directives, etc or similar corporate policies) and report on potential program impacts.
  • Consult on, review, assess, and evaluate financial management processes and activities, procedures and guidelines, including financial management practices and provide reports on recommendations for improvements including assessment of proposed Service Level Arrangements and Memorandum of Understandings in the context of service delivery and budgetary program options and solutions.
  • In depth analysis of Program, Project and Activity Costing to completion and preparation and delivery of reports outlining the costs, issues and providing recommendations on financial impacts, options and where applicable action plans and recommendations.
  • Establish plans to manage and engage stakeholders and provide recommendations as requested.
  • Establish outcome management plans and related processes as they pertain to the Land Cybersecurity Mission Assurance Program and its business life cycle, ensuring Program activities alignment to the Departmental Results Framework.
  • Report on financial and procurement issues including recommendations concerning compliance with applicable Treasury Board and Public Service Procurement Canada guidelines (PWGSC)
About You
The successful candidate will have the following:
  • A Master's degree in Project Management from a recognized post-secondary institution
  • A valid, relevant professional certification as a Business Consultant
  • Minimum of four (4) years' combined experience of complex* project management experience within the last ten (10) years in developing each of the following:
  • Strategic and Business Plans
  • Departmental Framework Results Reports
  • Financial Planning and Expenditure Accounting
  • Human Resources requirements and reporting
  • Minimum of four (4) years combined experience within the last ten (10) years in the development of each of the following:
  • Business analysis, project charters, key performance indicators
  • Development of intra or inter-departmental Service Level Agreements, Memorandum of Understanding including Performance Reviews
  • Defining and producing Treasury Board project approval submissions and forecast costings for military equipment and weapon systems projects
  • Bilingual (English and French)
  • Secret level clearance is required
