General Accountability

Reporting to the Manager, Business Development & Innovation, the Senior Business & System Analyst is responsible for reviewing, analyzing and evaluating business systems and user needs while serving as the key link between development and business users.

The incumbent establishes strong working relationships with business stakeholders, IT teams, and other relevant departments and acts as a liaison between business and technical teams, translating business requirements into technical specifications and identifying opportunities to improve business processes and technology products and/or services. In addition, the incumbent; plans and conducts feasibility studies, creates project artifacts and proposals, gathers, documents, and validates business requirements, identifies system requirements and creates systems designs, directs system implementation and installation, and develops methods and procedures for systems of major complexity. On larger projects, they may act as project leader or sub-section leader.

Key Job Functions

  • Collaborates with business stakeholders to assess and evaluate potential new systems, applications, and technologies and partners with business stakeholders to develop and present comprehensive business cases outlining costs, benefits, and risks associated with proposed solutions articulating the value proposition, return on investment, and strategic alignment of the proposed initiatives to drive co-generated value;
  • Conducts feasibility studies to assess the technical, operational, economic, and legal viability of proposed projects or system changes, analyze and quantify the potential benefits, risks, and challenges associated with each solution, and develops feasibility reports that provide a clear assessment of the recommended solution, including implementation timelines, resource requirements, and anticipated outcomes;
  • Engages with stakeholders to understand needs, gather feedback, and ensure alignment between business requirements and technical solutions;
  • Proactively works with business partners to identify opportunities for business and technology alignment, providing recommendations for improvement;
  • Conducts analysis of business processes, systems, and user needs to identify and document detailed requirements for new initiatives, enhancements, or changes to existing systems;
  • Collaborates with stakeholders to create functional and technical specifications, system design documents, and other related documentation;
  • Identifies and documents opportunities for process optimization, automation, and efficiency gains within the organization;
  • Develops and execute test plans, scenarios, and scripts to ensure that systems and applications meet specified requirements;
  • Leads and participates in cross-functional project teams, ensuring adherence to project timelines, scope, deliverables, and according to quality standards. Monitors project progress, identify risks, and propose mitigation strategies;
  • Assesses the impact of system changes on business processes, users, and stakeholders. Develops change management plans, provides user training and support, and facilitate smooth transitions during system implementations or upgrades;
  • Extracts, analyzes, and interprets data from various sources to provide insights and support decision-making processes through dashboards and visualizations development;
  • Ensures customer service management demands are resolved in timely manner by effectively partnering with appropriate IT, business, and vendor stakeholders;
  • Provides expert advice and guidance to stakeholders and senior management in making informed decisions regarding proposed initiatives or system changes;
  • Collaborates with stakeholders to evaluate trade-offs, and make prioritized decisions based on cost-benefit analyses and strategic alignment considering decision impacts;
  • Contributes to the administration of IT innovation budget process by through capital and operating budget actual and forecasted and submissions;
  • Provides general coordination and administrative support to IT governance tables;

  • Identifies and assesses potential risks and constraints associated with the proposed initiatives or system changes, conducts risk analysis and develop risk mitigation strategies to minimize potential negative impacts, makes recommendations on risk management and mitigation to stakeholders.
  • Gathers, analyzes, and documents business requirements from stakeholders and users, conduct thorough research and analysis of industry trends, best practices, and competitors to identify opportunities and risks, develops and documents detailed business process models, use cases, and functional specifications;
  • Contacts vendors and evaluates software and architecture for alignment with enterprise architecture and potential eventual implementation;
  • Ensures the quality of the analysis and programming meets established standards and practices;
  • Assigns, advises, reviews and trains more junior personnel on systems development methods, procedures, standards, tools and technique;
  • Responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (if applicable and within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer;

Education and Experience
  • Completion of a University degree in Computer Science, Business Administration or the equivalent combined with directly related experience in systems development projects, tools and technique.
  • Requires experience and extensive knowledge of business and systems development from methodology through analysis, detailed design development, implementation and production support, business process re-engineering, systems development tools and techniques such as process/data modelling
  • Must have a thorough understanding of project management, data security audit concepts, quality assurance principles and practices as well as structured techniques for business and systems analysis, design and development
  • Requires the ability to plan and conduct studies and reviews; prepare project viability assessment reports, business proposal reports and cost/benefit analysis of projects;
  • Requires progressively responsible work experience in systems analysis and design, project administration and programming
  • Completion of industry-recognized business analysis and/or project management certifications (e.g. IIBA-CBAP, PMI-PBA or PMI-PMP) would be an asset
Additional Requirements
  • Work as part of a team in the development and implementation of large and complex systems and prepare system specifications and documentation
  • Must possess sound business judgment; highly developed analytical and problem solving skills; excellent organizational, interviewing, verbal and written communication skills
  • Ability to occasionally supervise, lead and motivate small project teams comprised of Systems Analysts and Programmer Analysts
  • Demonstrated ability to function as an integral member of project team as well as individually
  • Knowledgeable of current hardware and software computer environment and project management and systems development life cycle methodology
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
