ABOUT THE ROLE







Reporting to the Manager, Corporate Operating Budget, the Senior Budget Advisor is responsible for preparing consolidated Regional operating budget for tax levy and rate supported programs, including providing financial advisory services to client Departments with respect to business plans; monitoring annual budgets to actual expenditures and preparing applicable reports to Committee and Council; developing and administering budget policies and practices; conducting research and analysis on performance measures activities, budget practices and on inter-jurisdictional comparisons, as required.



WHAT YOU'LL BE DOING




Leads cross-departmental teams through processes to support the co-ordination and development of the annual operating budgets for levy and rate supported programs. Develops key relationships and provides support to client Departments on the budgetary process, business case development, forecasts, development and review to meet Corporate targets and indicators. Leads client Departments in co-ordinating budget submissions in accordance with Regional standards and Council guidelines supporting the planning process and maintenance of business plans for all client Department programs. Conducts financial analysis, economic impacts, and reviews trends associated with department and Regional spending and revenue. Conducts analytical reviews of Key Performance Indicators with drill down into areas to identify and make recommendations on efficiency improvements. Analyzes proposed service level indicators for internal consistency and external comparison and makes recommendations, as applicable. Contributes to interdepartmental budget committees as required. Liaises with Departments to support key performance measures, benchmarking activities and business case development.





WHAT YOU'LL BRING TO YORK REGION





QUALIFICATIONS




Successful completion of a University Degree in Business, Economics, Finance, Accounting or related discipline, or approved equivalent combination of education and experience. Minimum five (5) years demonstrated financial experience in a multi-divisional organization, including client support for budget processes, forecasting and financial performance indicators, and responsibilities for analysis, design and co-ordination of budget processes and activities. Knowledge of accounting and economic principles and practices including strategic and financial planning. Knowledge of municipal funding sources, such as taxation, user fees, development charges, senior government transfers and provincial/municipal statutes and regulations. Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
Computer literacy utilizing MS Office software applications including word processing, spreadsheet and database applications; familiarity with ERP-based budgeting systems (e.g. PeopleSoft, SMS etc).
