Job Description

Under the direction of the Manager, Total Compensation and Benefits, the position monitors program administration and leads, and/or carries out program enhancements/developments, implementation, evaluation and revisions to employee benefit administration, education, and data integrity for health and group life benefits. The position plays an integral role in the planning and implementation and evaluation of new benefits or City responsibilities into the branch's scope, including integration into existing programming, processes and structures. Functioning with significant independence, the Senior Benefits Consultant works as part of a team to ensure compliance to legal and contractual requirements, organizational policies and processes, as well as industry best practices.


As the Senior Benefits Consultant, you will:



Be responsible for monitoring program administration and contract compliance through the audit, maintenance and integrity of employee health benefit data and KPI, the assessment, creation and revision of associated processes, and the production and analysis of regular and ad hoc metrics. Lead and participate in the planning, implementation and monitoring of benefits new to the branch's scope, and new City responsibilities, including integration into existing programming, processes and structures as well as ad hoc and recurring program tasks well as those resulting from collective bargaining. On behalf of the branch, provide client support on corporate and departmental benefit administration, resolving inquiries in accordance with established processes and practices. Develop and implement program and administrative communications, resources, training and presentations for delivery and issuance to internal and external stakeholders. Conduct formal and ad hoc research and analysis for the organization and in response to requests from external organizations and counterparts on behalf of the City of Winnipeg.

Your education and qualifications include:




Degree in Human Resources or degree with an HR focus, including total compensation and / or benefits. Equivalent combinations of education and experience will be considered.

CEBS or similar employee benefit focused designation(s) preferred.

Four (4) years of experience directly related to benefits administration with significant union presence preferred. Two (2) years of experience in data analysis and interpretation, benefits theory / best practices, program evaluation and data management. Experience planning and implementing projects / work plans and performing duties with independence under minimal supervision commensurate with job responsibilities.

Excellent analytical skills with the ability to review and analyze data (qualitative and quantitative) to determine root cause and provide corrective recommendations.

Advanced Microsoft Office Excel (or similar program) skills with experience preparing pivot tables, conducting v-look up analysis, and in the use of other complex formulas, etc. Ability to learn and utilize databases, access etc.

Proficiency in using Microsoft Office, Office 365, HRIS and similar complex databases, and the ability to generate and analyze reports. Familiarity with PeopleSoft HR systems preferred.

Organizational and time management skills, including establishing priorities, and meeting deadlines within tight timelines.

Verbal and written communication skills commensurate with job requirements, including explaining benefit best practices, recommendations and proposals.

Sound interpersonal skills including the ability to establish and maintain effective working relationships with individuals at all levels of the civic organization, external contacts, and the public with tact and diplomacy.
