What you'll do
As a Senior Advisor, Indigenous Consultation, you will:

• Represent the CNSC at Commission proceedings on project or program matters (related to environmental assessments, to licensing, or policies), and write the required Commission materials for submission to the Commission either on Indigenous consultation and engagement topics

• Review environmental and socio-economic assessments, traditional land use and Indigenous Knowledge reports, and various documents to inform consultation and engagement activities with Indigenous Nations and communities

• Lead consultation and engagement activities with Indigenous Nations and communities and collaborate with partners to achieve consensus and resolutions on issues and concerns

• Develop, lead and maintain relationships and networks with Indigenous Nations and communities, officials in other federal and provincial departments and agencies, and in the private sector, to advise on emerging issues and to share presentations and best practices

• Prepare briefing notes, presentation materials, correspondence and written assessments of issues and reports from government and non-government sources

• Participate in interdepartmental meetings and forums relating to Indigenous consultation and engagement topics

• Develop, maintain, and manage Terms of References and consultation protocols with Indigenous Nations and communities

• Track and manage project and program consultation logs

• Provide analysis and advice to CNSC senior management, on various technical, regulatory, policy and operational issues related to the relationships with Indigenous Nations and communities and the CNSC's mandate

Essential Qualifications:
Education: Undergraduate degree from a recognized university, preferably in the field of public administration, political science, economics, environmental planning, engineering or applied science or a combination of education, experience and job knowledge.
Language Requirements: English essential
Experience:

• Building and maintaining effective relationships within and outside the organization

• Supporting projects with multiple parties, from inception to implementation

• Writing precise, clear, and timely reports, recommendations, speeches and/or briefing materials and developing presentations for senior management (within government at the DG, ADM, DM level and/or Ministerial level)

• Collaborating and coordinating with multi-disciplinary teams and experts

• Collaborating and engaging within an organization and with external parties, including Indigenous Nations and communities, government departments, project proponents/licensees, international organizations, and Non-Governmental Organizations

• Planning, reporting and risk management or experience in policy development and analysis or project management

• Drawing meaning from various pieces of data, summarizing key findings, identifying implications, and providing strategic advice and recommendations

Knowledge of:

• The updated guidelines for Federal Officials to Fulfill the Legal Duty to Consult and other key documents such as the United Nations Declaration on the Rights of Indigenous Peoples.

• The legislation and regulations governing the activities of the CNSC and its regulatory practices (e.g., NSC Act, CEA 2012 Act, Impact Assessment Act, 2019, United Nations Declaration Act, 2021).

• Key decisions of the Supreme Court of Canada and other bodies with respect to Indigenous and treaty rights and the Crown's legal duty to consult.

• Policies, standards and guidelines applicable to Indigenous consultation and environmental assessment.

• CNSC mandate, priorities, and position within the Government of Canada.

Ability to:

• Communicate effectively both orally and in writing

• Structure advice and briefing material in a logical and concise manner

• Manage and maintain relationships

• Manage complex files and changing priorities

• Synthesize information from various sources to draw conclusions and recommendations

Asset Qualification:

• Undergraduate degree or higher relevant to the role

• Experience consulting and engaging with Indigenous Nations on major projects and initiatives that could impact Indigenous and/or Treaty rights

• Experience writing and/or working on Government of Canada policy initiatives relating to Indigenous issues

• Experience using communications' principals, methods, and techniques including risk communication, to prepare and deliver effective presentations and briefings to targeted audiences, including public hearings

• Experience negotiating with Indigenous Nations and key parties

• Knowledge of Access to Information Act, Privacy and Data Protection Act, and other statutes, policies, standards and guidelines applicable to departments and agencies

• Knowledge of Government of Canada decision-making processes including machinery of government and Cabinet Committee System to prepare briefings and develop program policy and issue formal decisions

Operational Needs:
All CNSC staff are subject to the Mobility Directive
This position requires approximately monthly travel to various locations across Western or Northern Canada
