THE OPPORTUNITY


The Senior Accountant of Accounting and Reporting is responsible for implementing robust, timely and efficient accounting processes and financial reporting that meets the needs of both external and internal customers. The incumbent is responsible for the evaluation, implementation and monitoring of effective internal controls over business processes and financial reporting, and provides support to the organization through training, advice and analysis as the technical expert on generally accepted accounting principles. This position will work closely with the Senior Accountant - Budget & Financial Planning to ensure consistency of approach between budget and financial reporting. This position reports to the Assistant Controller, Accounting & Reporting.



This is a permanent full-time position with a salary range of: $86,486.40 - $102,793.60.
RESPONSIBILITIES


1. Accounting & Financial Reporting


Responsible for the implementation of robust and efficient accounting processes that allow accurate and

timely delivery of financial reporting to internal and external customers.

Prepare monthly, quarterly and annual financial statements in accordance with Public Sector Accounting Standards, the Municipal Government Act, internal reporting requirements and City policies and procedures. Analyze monthly, quarterly and annual financial reports to identify trends over time, provide feedback for future budget cycles and determine the completeness and accuracy of the information reported. Provide data and analysis for the purpose of variance analysis to support the Assistant Controller Prepare monthly reporting and ensure it is posted appropriately once reconciliations to trial balance, forecast, budget and corporate plan have been completed. Review and complete any adjustments that are identified as a result of regular reporting. Prepare working papers necessary for detailed review and audit of financial statement balances and for significant and/or unusual transactions. Responsible for the review and coordination of the work of the team to ensure appropriate documentation is in place to support interim and final audit requirements. Assist with audit preparation for the organization including the audit of Family Community Support Services (FCSS), consolidated financial statements of the City and municipal financial information return. Responsible for gathering information for the annual provincial filings. Prepare routine supplemental internal and external reporting such as Statistics Canada and third

party financial reporting.

Recommend changes to internal reporting to meet the needs of managers for business decision making. Recommend changes to external reporting to meet the objectives of council and the public.


2. Internal Controls

Responsible, on an ongoing basis, to assess risks related to financial reporting and business processes, and

determine appropriate responses.

Implement internal controls over financial reporting processes and monitor them for effectiveness to ensure

financial reporting is accurate, complete and in accordance with Public Sector Accounting Standards, the Municipal Government Act, internal reporting requirements and City policies and procedures.



3. Accounting Technical Lead

Train Finance staff on use of financial systems, internal controls, financial analysis, and preparation of working papers. Provide mentorship to Finance staff and students.


4. Financial Reporting Systems

Monitor and maintain financial data and software systems to ensure data completeness and accuracy. Identify necessary changes to data structure to meet reporting needs. Support the Controller and the Assistant Controller to ensure financial reporting systems meet the organization's objectives and reporting needs. Maintain the Chart of Accounts and the required mapping for reporting purposes.


5. Organizational Support

Be the Finance representative on internal working groups as assigned by the Controller and/or the Assistant Controller. Provides support to the organization through training, advice and analysis as the technical expert

on generally accepted accounting principles, internal controls, and financial analysis.

Serves as the first point of contact for internal customers requiring assistance with gathering, analyzing and interpreting financial information.


6. Other Duties


Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time. Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors. Act as a steward of the City's Corporate Culture by following the "Values, We Live By". All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory. Employee are expected to stay current on WHMIS and other safety-related procedures. Perform other job-related duties.
QUALIFICATIONS


REQUIRED QUALIFICATIONS:

Post-secondary Degree in Accounting or equivalent. Minimum years of experience five (5) years related accounting experience. A combination of education and experience may be considered. Chartered Professional Accountant (CPA) Designation. Advanced working knowledge of financial systems. Advanced working knowledge of internal controls. Advanced communication skills and excellent presentation skills. Ability to extract data from a variety of sources, perform analysis and make recommendations based on the results of the analysis Excellent interpersonal skills. Excellent collaborative negotiation and problems solving skills. Ability to work effectively and professionally with all levels within the organization and externally. Ability to effectively transfer ideas, concepts, and information into effective and efficient strategies. Ability to develop, implement and evaluate innovative plans. Ability to work both independently as well as within a multifaceted team environment. Strong customer service orientation and the ability to build positive, productive business relationships. Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation. Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.


ASSET QUALIFICATIONS:

Additional coursework in public sector financial reporting and accounting. Additional coursework or experience in Project Management. Leadership Development courses. Basic knowledge of ActiveNet, CityView, Content Manager, Service Manager, Avanti, Performance Management systems and CaseWare or other auditing software. Municipal government experience.

WORKING ENVIRONMENT:

Monday to Friday. Hours of Work: 8:30am to 4:30pm. Overtime may be required. Travel may be required.
