to provide strategic oversight, expert guidance, and organizational leadership for security programs across a multi-site, regional public library system. This is a senior specialist role focused on policy, systems, contracts, training, and inter-organizational coordination in support of inclusive, accessible public library spaces.
The ideal candidate will bring a clear understanding of the mandate of public libraries, including intellectual freedom, access, privacy, and service to diverse communities.
What You'll Do
Reporting to the Assistant Director, Capital Strategy and Organizational Risk, the Security Specialist serves as the organization's subject matter expert on security governance and operational oversight.
The role balances organizational risk management with the unique responsibilities of a public library -- ensuring security practices are proportionate, privacy-compliant, and aligned with public service values.
Key responsibilities include:
Developing and providing expert advice on security policies, standards, and operational practices
Governance and oversight of CCTV and electronic security systems, including privacy and records management
Acting as the primary organizational liaison with the RCMP and other external partners, as required
Negotiating, managing, and monitoring contracts with external security service providers
Developing and delivering staff training related to de-escalation, incident response, and working in complex public environments
Leading incident review, trend analysis, and continuous improvement initiatives with library staff
Collaborating with the Health and Safety Specialist to ensure integrated risk and compliance frameworks
Representing the organization in external security, risk, and community safety forums
What You'll Bring
Degree, diploma, or certificate in Security Management, Risk Management, Public Administration, Criminal Justice, or a related field
Minimum 5 years of progressively responsible experience in security oversight, risk management, investigations, compliance, or related areas
Professional designation such as CPP, PSP, or equivalent is an asset
Training in non-violent crisis intervention, conflict management, or similar
Demonstrated experience overseeing CCTV systems and physical security technologies
Experience negotiating and managing third-party service contracts
Experience delivering training or guidance within a public service or public-facing environment
Experience in a unionized, multi-site, or public sector organization is considered an asset
Understanding of the public library mandate, including intellectual freedom, privacy, access, and equitable service delivery
Knowledge of BC privacy legislation and its application within public institutions
Ability to design security practices that support -- rather than impede -- public access and inclusion
Strong relationship-management and collaboration skills
Excellent analytical, policy-development, and communication abilities
Demonstrated commitment to equity, inclusion, reconciliation, and continuous learning
