What you'll do:




The Nuclear Security Division (NSD) is the CNSC's sole nuclear physical security authority, responsible for the administration and implementation of the Nuclear Security Regulations (NSR) and associated regulatory documents by licensees including responsibility for providing advice and consultation, as CNSC's nuclear physical security subject matter experts, to CNSC staff and management.



Security Advisors within the Nuclear Security Division perform a broad range of regulatory oversight activities, including technical assessment and compliance verification and enforcement pertaining to Canada's fleet of high-security sites, other nuclear facilities and licences authorizing the transport, use, and other activities related to radioactive and nuclear material. In addition, Security Advisors contribute to the development and maintenance of the CNSC's regulatory framework pertaining to physical nuclear security.



Reporting to the Team Leader, the Security Advisor works with support and guidance from senior colleagues and is required to, depending on the assigned role and/or team:



REG5:

Plan and conduct, or participate in portions of, security compliance inspections and evaluations in all areas of nuclear security at nuclear facilities and for nuclear and radioactive materials, including physical security, transport security, cyber security and information protection, threat and risk assessment, and performance testing. Monitor and assess licensees' nuclear security programs, including physical security, performance, contingency plans and their associated implementation for nuclear facilities and for nuclear and radioactive materials, or a combination thereof; Conduct duties and tasks related to the maintenance of special security equipment maintained for the CNSC's Nuclear Security Performance Testing Program Contribute to policies and procedures, standards and regulatory documents for the administration and implementation of the Nuclear Safety and Control Act and its applicable regulations; Participate or lead in projects and programs related to area(s) of expertise; and Provide technical advice and guidance to internal and external staff and interest holders regarding the implementation of nuclear security programs from a regulatory perspective.


REG6:

Includes all responsibilities as listed for the REG5 position, plus the following: Participate in the development, maintenance and delivery of the CNSC's Nuclear Security Performance Testing Program and Canadian Adversary Testing Team; Participate in licensee- and governmental-led emergency exercises in the context of nuclear security; Assess licensee and proponent submissions related to new and emerging technologies for technical and regulatory merit, including in the remit of security-by-design Represent the division and CNSC in interest holder engagements, including at the organizational, national and international levels

Essential Qualifications:



Education:





A college diploma in physical security protection, security administration or police sciences and several years' experience in security, or a university degree in the remit of national security, civil or nuclear engineering, cyber security, political or physical sciences with specialized training or experience in the area of intelligence analysis/gathering/dissemination or an equivalent combination of relevant education, experience and job knowledge.



Specialized training and/or experience in the areas of project management, intelligence analysis/gathering/dissemination, physical security tactics, critical infrastructure protective techniques, emergency management or operational physical security will be considered as assets.



Language Requirements:





Various language profiles



Knowledge of:





Sound knowledge of the principles of nuclear security systems, designs, capabilities and functionality, including but not limited to: detection, assessment, response and their associated equipment, procedures, practices and applications Knowledge of performance-based, outcome-focused regulatory approaches Knowledge of international conventions, recommendations and guidelines impacting on the physical protection of nuclear facilities and prescribed substances Sound knowledge of the Nuclear Security Regulations Knowledge of the Nuclear Safety Control Act and supporting regulations Knowledge of inspection methods to plan and conduct objective-focused compliance activities Knowledge of the Canadian Nuclear Safety Commission's mandate, roles and responsibilities Knowledge of communication techniques including effective oral and writing skills as well as the ability to negotiate towards consensus building. Knowledge of radiation protection Knowledge of power reactors, nuclear fuel cycle facilities, the nuclear industry and of the CNSC and its regulatory responsibilities Demonstrated knowledge of word processing, spreadsheets and database applications

Asset Qualification:




Candidates who possess one, or several, of the following asset criteria may be given preference in the hiring process, depending on the operational requirements of the position being staffed:



Knowledge of the Criminal Code of Canada, Canada Labour Codes Part II (Health and Safety) and applicable federal and provincial statutes Knowledge of the theories, principles and practices used in the field of security intelligence, threat/risk assessment, geo-political analysis, trend and forecasting methodologies, statistical data sets, tools, data testing methods, variance, and quantitative or qualitative analysis Knowledge of the utilization of the scientific method in evidence-based decision making, including investigating problems, understanding results and communication of findings to diverse audiences Knowledge of the safe use, possession, maintenance and storage of firearms Knowledge of principles pertaining to assessment and evaluation of regulatory submissions pertaining to security-by-design Completion of the following specialized training activities:

o International Training Course on the Physical Protection of Nuclear Facilities and Materials, under the general auspices of the International Atomic Energy Agency (IAEA)

o Armourer training or qualification for one or more firearms

o Professional Certification in security under the auspices of the American Society of Industrial Security (ASIS)

o Other recognized certification courses in the nuclear, or general, security remit

Operational Needs:




All CNSC staff are subject to the Mobility Directive.

Some positions require frequent travel, which at times may be one week per month.

Overtime may be required.



Hiring Conditions:





Security: Secret or Top Secret



Candidates must meet and maintain the following hiring conditions throughout their employment. In order to obtain a Top Secret level security level you must be a Canadian citizen.



Certain positions may necessitate having to either hold a valid Possession and Acquisition Licence, or be able to obtain one.



Candidates must have a valid driver's licence.
