Halifax Regional Municipality (HRM) is inviting applications for the permanent position of Security Advisor with Property, Fleet and Environment. Under the direction of the Manager, Corporate Security, the Security Advisor will supervise three staff and work as a member of the security team to provide for the security of all persons and assets at within HRM facilities/properties. This position will be responsible for managing/prioritizing work orders, managing preventative maintenance and asset registry requirements, conducting threat and risk assessments (TRAs), making recommendations for security measures, providing budget estimates, and assisting with security system design/implementation.

DUTIES AND RESPONSIBILITIES:

  • Assisting with security investigations, including conducting interviews, liaising with law enforcement, providing court testimony, supervising contracted resources, and making recommendations with respect to staff discipline.
  • Conducting detailed TRAs.
  • Identifying areas requiring security upgrades and providing budget estimates.
  • Liaising with other business units (including Halifax Regional Police, Halifax Transit, and ICT) in the development/implementation of security projects/initiatives.
  • Assisting with the design of security systems and project management of security installations, including providing technical system design/layout/drawings and producing tender documents.
  • Managing/prioritizing work orders.
  • Overseeing the preventative maintenance program for security equipment.
  • Ensuring security assets are updated in the asset registry.
  • Liaising with contractors to ensure systems function as designed and required programming is complete.
  • Identifying opportunities for cost savings and developing business cases.
  • Ensuring service level agreements are met.
  • Budget management.
  • Supervising staff in the fulfillment of their duties.
QUALIFICATIONS
Education and Experience:
  • Undergraduate Degree or diploma in security management, law enforcement, criminology, or a related field.
  • Physical Security Professional (PSP) or Certified Protection Professional (CPP) designation (ASIS International), and/or PMP designation will be considered an asset.
  • Experience and formal training, combined with demonstrated performance and ability, may substitute academic requirements.
  • Minimum 7 years progressive experience in the security field.
  • Minimum 5 years supervisory experience.
  • Experience in conducting TRAs, security audits, physical security system design and a sound knowledge of CCTV systems.
  • Minimum 2 years project management experience.
  • Experience in scheduling and tracking work orders using computerized maintenance management software.
  • Experience working with SAP will be considered an asset.
Technical / Job Specific Knowledge and Abilities:
  • Sound knowledge of basic and corporate financial controls
  • Demonstrated ability to assess risks and make sound judgments while adapting and responding proactively to changing circumstances.
  • Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner.
  • Excellent computer skills.
  • Clear understanding of budget monitoring.
  • Knowledge of relevant legislation, policies, codes, regulations, and guidelines.
  • Human Resources practices, as pertaining to performance management and investigations involving employees.
  • Employee and asset security issues.
  • Valid driver's license.
Security Clearance Requirements: Applicants may be required to complete a security screening check.

Please note - Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. WORK STATUS: Full-time, permanent

HOURS OF WORK: Monday - Friday, 8:00 am to 4:00 pm, 35 hours per week

SALARY: Non-union, NU 06 $66,160-$90,900 (salary to be commensurate with experience)

WORK LOCATION: 375 Cowie Hill Road, Halifax.
