Job Description

Under the general supervision of the Safety Officer, the Safety Technician II provides technical support services to line management/supervisors and their staff. This includes tasks related to safety training, inspections, environmental monitoring, statistical analysis, incident investigations, and research. They assist the Safety Officer in developing and conducting training programs, as well as monitoring compliance with Workplace Safety and Health Regulations, Departmental Safety Policies/Directives, Safe Work Procedures (SWPs) and safe Work Practices within the Public Works Department.

you will:

Perform various work-site inspections identifying unsafe actions and conditions, potential risks, and deviation from established safe work practices/procedures, assisting front-line supervisors maintain a safe work environment. Perform safety incident investigations, prepare and complete required paperwork, forms and reports. Develop and deliver education and training on all aspects of workplace safety. Coordinate and supervise the work of subordinates and subordinate groups as required by the position. Coordinate, conduct, and interpret environmental monitoring of designated Public Works facilities/work sites. Conduct statistical analysis of information respecting workers compensation, vehicular accidents, incidents/injuries and safety program/initiatives, etc. Assist with the development or revision of Policies/Directives/Procedures/Practices respecting Safety and Health issues and relevant equipment. Research, analyze, and recommend reasonable options/solutions to Occupational Safety and Health concerns. Prepare a variety of detailed and complex reports including COR Audit reports. Maintain resource and reference information including SDSs, current legislation, chemical inventories, codes of practice and guidelines. Attend Workplace Safety and Health Committee meetings and assist Workplace Safety & Health Committees. Assume specific duties in the Safety Officer's absence. Perform other related duties consistent with the classification, as assigned.

Your education and qualifications include:




Senior 4 (Grade 12) education or G.E.D. (General Education Diploma) or equivalent. Completion of a Certificate in Occupational Safety and Health (minimum of 80 percent complete) or equivalent combination of training and experience.

Three (3) years' experience performing safety inspections and safety training in a related safety and health function.

Training in Job Hazard Analysis, T.D.G., WHMIS, Safety and Health Committees, Incident Investigation, etc., relevant to the duties of the position, or the ability to obtain the required training within 6 months of the appointment.

Demonstrated knowledge of Safety and Health principles and practices including City of Winnipeg Safety Policies/Directives/Procedures and Legislation relating to Workplace Safety and Health, the Environment, and Incident Prevention.

Demonstrated ability to coordinate and supervise the work of subordinates.

Demonstrated ability to effectively communicate and develop/deliver Safety and Health training programs to employees at all levels.

Demonstrated ability using instruments required for the monitoring and testing of air quality/noise levels/hazardous atmospheres, etc. including mechanical aptitude for the calibration, operation and adjustments to various instruments and equipment.

Demonstrated experience in the construction and/or park maintenance industries, including but not limited to; road construction, utility installation and maintenance, building maintenance, aerial work, equipment operation, pesticide/herbicide application, tree felling, and others.

Experience using a variety of software programs applicable to the duties of the position (such as but not limited to: PowerPoint, Word, Outlook, Excel, Access, PeopleSoft)

Working knowledge of the Worker's Compensation Act, the Workplace Safety and Health Act and Regulations, and other applicable regulations/standards.

Ability to understand, execute and communicate oral and written information/instructions and interpret technical terminology and data accurately and concisely. Ability to work independently with minimal supervision.

Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.

Thorough knowledge of the occupational hazards and safety policies and regulations and the ability to adhere to and enforce safety rules and policies along with a satisfactory past safety record.

The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid. Possess and maintain a valid Manitoba Class 5 driver's license. The successful applicant will be required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City's Transportation Policy. Physically able to perform the duties of the job, which may include, but are not limited to: working outdoors in potentially extreme weather conditions. Some situations may require the successful applicant to work in confined spaces and at heights. They may be exposed to unpleasant odours, gases, dusts, etc. The wearing of various types of Personal Protective Equipment (PPE) is required. * Ability to work evenings, nights and weekends and respond to after-hour emergencies as required.
