General Accountability

Reporting to the Director, Safety Engineering Services, the incumbent is responsible for conducting legislative compliance audits and safety assurance checks. This includes evaluations of TTC vehicles, facilities, equipment and operations, etc. The function focuses on the reduction of accidents and incidents to employees, customers and the public through the identification of procedural non-compliance, and subsequently providing assistance in correcting the outstanding issues.

Key Job Functions

Participate, lead and coordinate activities with respect to the following safety related duties:

Safety Engineering:

  • develops, implements and administers hazard/risk management processes;
  • participates in engineering design reviews and in revisions to the master design specification in contract documents;
  • reviews legislation and develops communication programs to disseminate any changes to legislation;
Safety Assurance Checks/Audits:
  • provides resources for the System Safety Review processes;
  • conducts risk assessments and participates in safety/quality assurance checks;
  • conducts investigations, observations, inspections and tests of parts, materials, equipment and personnel performance for adherence to established quality assurance and safety standards;
  • assesses accident trends, service logs, maintenance trends, previous audits, inquests etc., to identify issues that require auditing and set a schedule annually;
  • uses approved audit protocol to conduct various types of comprehensive audits of specific equipment, vehicles, facilities and procedures;
Trend Analysis and Hazard Awareness Training:
  • analyzes data to determine trends and suggest predictive actions;
  • utilizes trending data to assist in the creation of safety hazard awareness programs;

GENERAL DUTIES AND ROLES IN ACHIEVING OBJECTIVES
  • provides technical assistance regarding work methods, TTC rules and regulations, and procedures;
  • reviews the operating, preventative and corrective maintenance procedures and makes recommendations for correction actions and modifications to improve safety;
  • reviews standards and procedures and provides input and advice to the Team Leader - Safety Engineering Services and the -Chief Safety Officer for sign-off;
  • reports critical issues immediately to management;
  • evaluates existing written procedures against field practices and conducts extensive field verifications using various types of tools and engineering approaches;
  • recommends, follows-up and tracks corrective actions;
  • interprets test procedures and results;
  • determines adherence to documented work methods and procedures; informs and apprises employees of hazards;
  • responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service provider and an employer.

Education and Experience
  • These skills and knowledge would normally be acquired by obtaining a Bachelor\'s Degree in Industrial, Mechanical or Electrical Engineering or the equivalent combined with considerable directly related work experience.
  • Must possess or be eligible for certification as a Canadian Registered Safety Professional (CRSP) or equivalent.
  • Sound knowledge of safety engineering principles, tools and techniques and demonstrated experience with the application of systems engineering principles.
Additional Requirements
  • Valid Driver\'s License for the Province of Ontario
  • Thorough knowledge of mechanical, electrical or industrial engineering principles, methods and practices and a comprehensive knowledge of quality assurance and quality control, safety and quality audits and project management tools and practices.
  • Sound knowledge of the Occupational Health and Safety Act, and applicable government legislation.
  • Demonstrated competence in hazard/risk management including, but not limited to, the identification of hazards, assessment of risk severity and probability (both objective and quantitative), identification of practical and effective risk controls, documentation and communication of risk, as well as experience with safety certification processes and the Safety Case.
  • Comprehensive knowledge of public transit systems and transit safety management systems as well as experience with rail and/or surface transit vehicles, transit control systems, wayside equipment, infrastructure, and operations.
  • Working level knowledge of computers and software applications related to the work (ie. MS Office Suite, Databases, etc.).
  • Sound judgement and the ability to effectively facilitate team work and strong analytical and problem-solving skills; effective interpersonal, oral communication and report writing skills.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
