Responsibilities

PRIMARY PURPOSE
Participates in the development, implementation and delivery of the rail division's safety programs in support of passenger and employee safety and achievement of related strategies and plans. Provides advice and guidance to supervisors, managers and contractors to ensure compliance with policies, procedures, legislation. Facilitates in-depth investigations into incidents/accidents, analyses data using various collection methods and techniques, and audits internal practices.
KEY ACCOUNTABILITIES
Participates in the development, implementation and delivery of safety programs according to the defined requirements in regulations, policies, standards and guidelines in support of the Safety Management System (SMS).
Participates in projects and activities to enhance organizational performance and support a culture of safety.
Acts as the first point-of-contact for safety inquiries and incidents. Provides advice and assistance to managers, supervisors and workers on a variety of matters including safety of workers, job procedures, property and equipment.
Performs infield inspections, job observations, safety audits and other types of reviews for the purpose of monitoring compliance to safety requirements and identifying risks. Provides findings about risks and suggestions for improvement.
Performs risk assessments to eliminate or reduce hazardous effects on the public, passengers and employees; validates corrective actions plans; works with business units on the implementation of corrective action plans.
Provides analytical support to a range of safety activities, such as research, investigations, inspections, audits, data capture, data analysis, and the production of reports and statistics.
Reports on and investigates critical incidents and those with high-risk potential; coordinates the implementation of corrective and preventative measures with managers, supervisors and workers to minimize incidents and injuries.
Maintains all safety related documentation/data, including but not limited to incident data, safety concern, corrective actions, inspection records within applicable databases and all other types of information storage systems.
Assists in the audit of compliance records and all other safety data. Advises on the completeness of forms to departmental managers, supervisors and workers.
Liaises with regulatory agencies such as Technical Safety BC and WorkSafe BC to exchange information, advice and coordinate activities.
Qualifications
------------------
EDUCATION AND EXPERIENCE
The requirements for this job are typically acquired through a diploma in a safety-related discipline, plus a Canadian Registered Safety Professional designation or equivalent, plus 4 years of progressive experience. Experience in construction safety and management is an asset.
OTHER REQUIREMENTS
Strong knowledge of the interpretation and application of legislative and regulatory requirements, including best practices, procedures, and processes governing occupational health and safety, and rail transportation.
Sound knowledge of safety program/policy design, review, and evaluation.
Solid organizational and coordination skills along with the ability to coordinate multiple requirements (i.e. processes, activities, projects, etc.) simultaneously.
Excellent written skills to write and evaluate safety programs and manuals.
Strong interpersonal skills to liaise internally and externally for the purpose of exchanging information and providing guidance on policies and programs.
Solid analytical skills to interpret legislation and convert into relevant safety programs and problem-solving skills.
Strong administrative skills along with the ability to maintain and report accurate data.
Strong problem-solving skills and ability to exercise good judgement.
Advanced working knowledge of Microsoft Office applications.
Required to be on-call on rotation basis; required to work evenings and/or weekends when needed.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Salary $75,600 - $113,400 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
