Mandatory Requirements:

  • 5+ years of experience with Agile project methodology leveraging Jira and/or DevOps
  • 5+ years of experience transposing requirements into coherent user stories
  • 5+ years of experience Strong communications, consultations and interpersonal skills to determine client needs
  • 5+ years of experience working with both the business users and IT development teams
  • 5+ years of experience in database concepts

Description

Responsibilities:
  • Work in partnership with clients, advising them on information technology in order to meet their business objectives or overcome problems, work to improve structure and efficiency of an organization\xe2\x80\x99s I&IT systems.
  • Consult with clients on the changes/modifications, recommend and develop training plans,
  • Facilitate and lead in-depth workshops to elicit, review and confirm business requirements, business models, business rules, user, interface design
  • Uses requirements traceability matrix to link users\xe2\x80\x99 requirements, business rules and conditions to systems use cases and test cases
  • Analyze user requirements, generation of prototypes for user consultation and the design, testing, documentation, implementation and maintenance of applications.
  • Is able to identify constraints and assumptions and then documents and present them to project teams
  • Responsible for, but not limited to ensuring the team is proactive in completing priorities and deliverables as well as ensuring requirements are well-understood, documented, and accurate.
  • Participates in planning application development activities, provides direction, guidance and support to technical staff
  • Establish the backlog as a source of truth from which the team can deliver
  • Provide systems analysis and design expertise in the development and maintenance of the Ministry application systems
  • Contributes to writing test cases for application, system, usability and user acceptance testing
  • Provide guidance to organization with regard to information management & IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT
Experience and Skill Set Requirements

Core Skills - 35%
  • Experience with Agile project methodology
  • Experience assembling requirements into coherent user stories and use cases
  • Experience in managing the Product Backlog Items, refining them and communicate changes to project manager/Team Lead
  • Experience to feed work to the team and dedicated to looking ahead at upcoming work and grooming requirements so that they\xe2\x80\x99re well-understood, documented, and ready to go
  • Breaks epics down into stories and defines acceptance criteria in each story
  • Experience documenting requirements in the format of concise and clear user stories
  • Meets with the Product Owner and end-users to understand the team\xe2\x80\x99s work
  • Act as a proxy Product Owner for the team, where the BA answers questions or facilitates decisions on behalf of an absent Product Owner
  • Explain and present very complex technical analyses, options, proposals, reports and recommendations to clients
  • Experience with user acceptance testing; working with UI/UX designer and business analyst to plan usability and user acceptance testing sessions including screening and recruiting, facilitate user testing sessions, document and present research findings
Technical Knowledge and Expertise - 30%
  • working knowledge of business system technologies to provide technical expertise and advice
  • experience with design, develop, test and implement systems solutions, and evaluate software/ hardware
  • knowledge of Systems Development Life Cycle Methodologies and Agile project methodology
  • experience with advanced application prototyping
  • experience in the analysis and design of Microsoft Azure Cloud Based Applications and advanced workflows using Microsoft Flow & Logic Apps
  • knowledge in Microsoft Power Platform App (
  • experience with creating and managing user stories using Microsoft Team Foundation Server and DevOps and/or Jira
  • knowledge of design methodologies in Internet-based and/or distributed environments
  • knowledge with ITIL Processes for Change/Release, relational and hierarchical data base technologies, use of information retrieval packages using SQL and other query
  • knowledge of front end, web-based technologies and data-mining/reporting-based COTS tools encompassing feasibility studies, requirements definition, analysis, prototyping, system design, implementation, testing and maintenance
  • advanced technical knowledge of large hardware and software operations and utilities, productivity tools, client server architecture, online processing systems, web-based technologies, Commercial off-the-shelf (COTS) and database management systems
  • knowledge of rules-based engines based in COTS applications like C\xc3\xbaram
  • knowledge of emerging IT trends and technologies
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
Analytical and Problem-Solving Skills - 15%
  • you can gather information on client problems, services and business goals/objectives
  • you can evaluate requirements and review options for solution, assess cost/benefit of options, evaluate alternative conceptual systems designs and potential impact of proposed system changes on existing service delivery
  • you can recommend approaches and discuss with clients and project stakeholders
Project Management and Communication Skills - 20%
  • Knowledge of project management and in-depth knowledge of task estimation, scheduling and control
  • Can help plan, develop, manage, control projects and resolve complex technical design problems
  • Can gather information, clarify needs and desired system changes, explain system development recommendations, explain and provide instruction on new/modified systems and technology
  • Can prepare business cases, systems documentation, user manuals and guidelines
  • Can clarify and discuss systems development options with clients
  • Can solicit requirements from business end-users, partners and stakeholders and communicate them to project teams
