Position Description



Title: Risk Assurance Manager

Reports To: VP Corporate Services and Business Development

Location: Saskatoon, SK

Position Type: Permanent Full-time

Position Summary



Reporting to the VP, Corporate Services and Business Development , the Risk & Assurance Manager will oversee and execute all aspects of FNCIAS's risk management and assurance framework. This role is responsible for identifying, evaluating, and mitigating strategic and operational risks across the organization and its service delivery model.

The manager will lead the development and implementation of an assurance framework to ensure compliance with regulatory, internal, and governance requirements. The ideal candidate will be an empathetic and experienced leader with a deep and demonstrable understanding of Indigenous culture, governance, and history in Canada. The role requires keen attention to detail, careful and measured action, and the ability to manage multiple priorities and meet deadlines.

Key Responsibilities and Accountabilities



Risk Management & Mitigation:



Develop, Implement, and maintain a robust enterprise Risk Management (ERM) framework, including policies, procedures, and the corporate risk register. Work collaboratively with all departments to identify, assess, prioritize, and monitor strategic, operational, and financial risks to FNCIAS and its Member Nation services. Lead the coordination of risk identification and escalation processes, ensuring risks are reported and mitigated in a proactive manner. Provide expert advice and support to management and staff on risk informed decision making and the development of contingency plans. Work with various departments to embed a risk-aware culture and provide training on risk management and compliance procedures.

Compliance and Assurance



Develop and manage a comprehensive assurance program to monitor organizational compliance with applicable legislation, contracts, internal controls, and governance requirements. Oversee the tracking and follow up on internal and external audit recommendations, ensuring timely and effective implementation of corrective actions. Lead the development of policies and standards for internal controls ensuring they are culturally appropriate and support FNCIAS's strategic plan. Provide regular reporting and assurance to the executive leadership team on the effectiveness of the risk management framework and control environment. Manage the investigation and reporting of risk events and compliance incidents, ensuring that corrective action plans are implemented and monitored.

Governance & Reporting



Generate regular reports on risk profiles, assurance activities, key control effectiveness, and compliance status, providing insights for decision making at both the regional and governance levels. Support centralized reporting to ensure access to data aligned with nation needs and to simplify processes for staff Collaborate with communities and internal teams to facilitate effective governance and transparency regarding risk and control measures impacting infrastructure and housing initiatives. Provide expert advice to management on risk-related issues and offer pragmatic recommendations to improve processes and achieve business objectives.

Education and Experience



Bachelor's degree in Business Administration, Finance, Accounting, Risk Management, or a related field (or equivalent experience). 3 years' experience in a leadership role overseeing and executing risk management, internal audit, or assurance programs. Professional certifications such as a Certified Risk Manager (CRM), Certification in Risk Management Assurance (CRMA) or similar would be considered an asset. Demonstrated experience in a role requiring a deep and demonstrable understanding of Indigenous culture, governance, and history in Canada. Knowledge of automated software applications and systems as well as proficiency in the operation of computers, word processing and spreadsheet applications and additional software comparable to those currently used. Knowledge of First Nations cultural values traditions governance structures and community priorities in Saskatchewan.
Successful candidates in this position may come from a variety of academic and/or experiential backgrounds, however demonstrating a passion for improving housing and infrastructure outcomes on reserve lands is mandatory.

Ability to work independently and prioritize tasks efficiently. Ability to travel within Saskatchewan and occasionally work evenings or weekends to accommodate community schedules.

Supervision of Staff:



This position does not directly supervise employees and/or any consultants.

Judgment, Independence and Client Contact:



Confidentiality:

At no time should the Risk & Assurance Manager discuss public information pertaining to staff or the organization. They expected to respect the confidential nature of the position by avoiding discussion about any topics that are not formally communicated to the public. Breaching confidentiality is a serious violation of acceptable conduct.

Independence:

This position is expected to work independently and as a team member of the organization at large.

Client/Peer Contact:

This position works collegially with staff, senior leadership, the Board of Directors and other outside agencies including Government. Contact with other employees and outside agencies is regular and frequent.

Responsibility for Quality of Assigned Work:



The employee is under supervision from the VP, Corporate Services and is responsible for the quality of the work and is expected to seek clarification and direction on any matters of concern.

Working conditions



Working conditions for the position are regularly in office settings, but from time to time may require travel within the province of Saskatchewan or the Country. Travel requirements are typically less than 10% of the time in the position.
