Job Description


:
POSITION PURPOSE: Reporting to the Program Manager Capital Performance, is responsible for Branch monthly financial accounting, budgets and business planning; performance measurement and internal controls for the Branch, including financial reporting, financial analysis and forecasting, performance management, program and project funding and preparation of the annual capital budget; assisting in the preparation of the Business Plan, 10-year capital program, financial system design and maintenance; and providing financial and analytical support to the Department.
MAJOR RESPONSIBILITIES

  • Prepares standard monthly and year-end financial reports and reviews financial activity with staff on a monthly basis, including the timely analysis of budget to actual variances for the capital programs.
  • Assists in the development and preparation of the annual Business Plans, and 10 year capital plans and budgets.
  • Designs and maintains monthly financial reports utilizing the Region\xe2\x80\x99s Financial Information System.
  • Develops and maintains the Branch performance indicators, measuring service efficiencies and effectiveness of capital programs.
  • Collects and inputs monthly Branch statistics into the Department\xe2\x80\x99s Operational Statistic and Performance reports.
  • Liaises with the Finance Department to ensure Municipal accounting practices are followed and that the Region\xe2\x80\x99s capital program is prepared, undertaken and financed in accordance with the Development Charge By-law.
  • Maintains asset management, including infrastructure life cycle costing and the management of the capital replacement reserve fund, to ensure funding is available for the repair or replacement of ageing infrastructure.
  • Meets the Departmental accounting schedule on a monthly basis.
  • Designs and maintains the financial Department intranet site including the financial Tool Kits.
  • Represents Branch and/or Department on task forces, committees and projects as assigned.
  • Ensures that services provided meet Regional customer service standards.
  • Provides work direction to accounting staff within the Branch.
  • Performs other duties as assigned to meet Branch and Department objectives.

QUALIFICATIONS
  • Successful completion of a University Degree in Business Administration, Commerce, Economics or related field or approved equivalent combination of education and experience.
  • Advanced standing in the completion of a professional accounting designation program (CPA, CMA, CGA).
  • Minimum five (5) years experience in a large multi-divisional organization with specialized experience in financial planning, budgeting, reporting, analysis and forecasting as well as exposure to project management.
  • Experience in the analysis, design and implementation of computer applications, particularly financial system modules, such as PeopleSoft and various database systems.
  • Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
  • Working knowledge of financial management systems in a municipal or corporate setting.
  • Ability to travel to off site locations in a timely and efficient manner, as required.
