QUALIFICATIONS

Consultant Qualifications

The Developer Experience Unit is seeking a qualified Senior Architect, with a specialization in digital product vision and product strategy, with experience in digital platform development, to help implementation of the developer platform for the Developer Experience team in the Exchange Lab, and contribute their knowledge and skills to deliver an updated platform to serve the needs of developers working in and with the government of B.C.

The Architect Level 2 is required to have the following skills and experience:

The resource is required to assist the team in the technical implementation of a complex platform, and to make recommendations and assist with the technology and data architecture approach, and contribute to shaping the platform vision and backlog. This overarching task includes jurisdictional research, stakeholder engagement, product road mapping, and business analysis in addition to the technical acumen required to deliver a sustainable, reliable platform.

Presentation, BI skills are important as this team is fully agile with high transparency throughout the project.

The resource should have a minimum 5 years of experience dedicated in technology business analysis and at least 5 years of experience in leading multi-disciplinary analysis and design teams in support of strategic or complex IM/IT projects.

In addition to the skills and experience set out above, the Proponents should demonstrate that the proposed Consultant(s) have the following additional skills and experience:

• Demonstrable business analysis experience with references
• Demonstrable architecture consulting experience with references
• Agile mindset
• Formal training in platform design
• Ability to communicate with multiple stakeholders
• 4-5 years experience in tech service delivery or 3+ years in product development.

Requirement Detail/Qualifications

Architects at Experience Level 2 are responsible for implementing a strategic IT program and can demonstrate in their submitted examples that they have successfully led multi-discipline analysis and design teams in support of strategic or complex projects, and that they reported to a senior manager and had individuals performing functions at a senior technical level reporting directly to them. The Architect at Experience Level 2 is the \xe2\x80\x98go-to\xe2\x80\x99 person for any technology conflicts, implementation issues or decisions. Typical deliverables are documents that support the mapping between the business and IM/IT e.g. architectures, process maps and service maps. Experience Level 2 Architects lead program or divisional initiatives, making use of existing IM/IT assets (capabilities and services) and integrate them in the new solution, and work with an Architect at Experience Level 1 where changes to enterprise level architectures may be required. Architects at Experience Level 2 are expected to have skills in one of the Architect subject areas and also have the skill set of Architects at Experience Level 3.
