Job Summary

The Remediation Officer, Surplus Sites is responsible for supporting the management of the non-operating contaminated sites portfolio varying in complexity, and programs, across the network. The role ensures the environmental risk associated with site contaminants is minimized, the closure strategy is technically defensible and is optimized to drive down CN\'s environmental liability to allow for appropriate due diligence on property transactions (e.g., sale and leases).

Main Responsibilities

  • Support the management and implementation of liability reduction strategies for non-operating contaminated sites portfolio across the network
  • Support the development and maintenance of policies, procedures, and terms of reference to support remediation efforts and closure strategies
  • Support identifying environmental risk reduction opportunities and implement mitigation plans
  • Assist in providing technical advice and expertise to Business Development and Real Estate teams throughout land transaction processes for high-risk properties to ensure work is performed in accordance with CN environmental policies and procedures and the various functions\' requirements
  • Provide or coordinate required environmental awareness training to Business Development and Real Estate teams to ensure proactive management of environmental risks associated with property management
  • Assist in identifying opportunities for revenue enhancement and cost avoidance
  • Handle the issuance of access agreements and nondisclosure agreements
  • Support the management of environmental portfolio assessment to ensure the mitigation of the environmental risks associated with surplus impaired assets
  • Support the management and implementation of liability reduction strategies for contaminated sites in the United States (U.S.) and Canada
  • Handle consultants\' assessments and remedial activities and recommend a path forward
  • Drive projects to completion by ensuring they are on schedule and within or under budget
  • Participate in preparation of environmental performance information and results for Senior Environmental Management as well as various functions and business units
  • Lead environmental auditing processes for high-risk lease tenants and ensure effective implementation of the findings
  • Handle inspections of continuing environmental obligation measures (e.g., cap maintenance, restrictive convenance, institutional controls) in the U.S. and ensure effective implementation of the findings
  • Establish whether continuing obligation measures are adequate
  • Handle corrective action for non-compliance issues
Working Conditions

The role is performed in a combination of office and outdoor environments in various types of weather conditions with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handles pressure and stress. The role requires occasional travel (up to 30%) within Canada and the U.S.

Requirements

Experience
  • Site Assessment, Remediation and Risk Management
  • Between 3 to 5 years of experience related to contaminated sites assessment, remediation, and risk management
  • Experience in managing contaminated or environmental sites assessment projects
Education/Certification/Designation
  • Bachelor\'s Degree in Environmental Engineering, Geoscience, or a relevant environmental discipline

Technical Skills/Knowledge
  • Technical proficiency in site characterization, field procedures, chemistry, remediation cost estimation, risk assessment, property management, data management, or health and safety*
  • Knowledge of Microsoft Office (Word, Excel, PowerPoint)
  • Knowledge of ENFOS*
  • Fluently bilingual, written and verbal (English, French)*
*Any knowledge for any of the above would be considered as an asset
