Job Summary

Stream 1 - Operational Communications

Provide communication tools to support regional operations collaborating with various stakeholders. Offer technical support to the end users of the communication tools. Travel outside of the office to meet the end users of the communication tools to give them training sessions. Contribute to the development of new solutions to meet the requirements of regional clients. Evaluate and test new communication tools. Adhere to established methodologies and ensure compliance with policies and authorities governing conduct of operations. Facilitate the deployment of new patches, upgrades, hardware and infrastructure management. Document requirements and priorities in terms of operational communications and share them with the development team.

Stream 2 - Technical Collection (Remote Access)

Manage the regional back end collection infrastructure systems and equipment in support of intelligence collection made through the use of technical tools. Develop steps for resolutions or improvements, monitor equipment and recommend repairs or its replacement. Perform data extraction and technical analysis activities on datasets obtained through the copy of electronic devices. Analyze IP data streams to characterize its content. Interpret and convey regional technical collection priorities to identify technology gaps. Leverage law enforcement agencies, carrier companies and local vendors through collaboration in support of intelligence collection. Adhere to established methodologies and ensure compliance with policies and authorities governing conduct of operations. Facilitate the deployment of new patches, upgrades, hardware and infrastructure management. Activate and deactivate data streams as well as route and monitor them in accordance with procedures and policy.

Stream 3 - Operations (Close Access)

Contribute to intelligence collection through the design, testing and deployment of technical tools. In close collaboration with the other operational support teams, plan and implement operations. Maintain and troubleshoot devices, installations and capabilities according to operational requirements. Identify and convey technical collection gaps to management in support of strategic prioritization of projects. Work in close collaboration with various teams to test and implement technical tools in support of intelligence collection. Maintain close collaboration with all stakeholders to enable smooth and efficient collection activities.

Undergraduate degree in a related field and three (3) years of relevant experience, or
Technologist diploma or professional technologist equivalency designation and four (4) years of relevant experience


You must have obtained your bachelor's degree or your technologist diploma in one of the following fields:


Computer Science; Information Technology; Engineering; Network Security; Cyber Security; Mathematics; Physics; Or another specialty relevant to the position to be staffed.

Any higher level of education (i.e.: Masters, Doctorate) in a related field of study could be recognized as some experience.



It must be obtained from an accredited learning institution recognized in Canada. If you completed a program outside of Canada, you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.

Relevant experience for all streams must have been obtained through performing the tasks enumerated below, for at least three items in the following list:

Designing, developing, evaluating or testing technological tools and associated procedures in order to support the implementation of technical capabilities. Providing advice and recommendations on complex technology issues with respect to the design, deployment or maintenance of technical solutions. Providing training and operational support to clients and colleagues to leverage maintain and improve technical capabilities. Participating in cross-functional initiatives and collaborating with stakeholders outside your work unit. Performing technical problem solving activities for software or systems. Carrying out data analysis or collection activities using technical tools and tradecraft. Implementing, operating, configuring or troubleshooting a networking infrastructure (i.e. switches, applications, routers, VPN, desktop computing devices and servers).

In addition to the requirements above, candidates must have 2 years of recent and significantexperience in at least one stream.


Recent is defined as experience acquired within the last 7 years.



Significant is defined as the depth and breadth of experience that would normally be acquired by a person in a position where the performance of these duties constitutes their main functions over that period.

Stream 1 - Operational Communications

Candidates need to have 2 years of experience in at least three of the items below:


Computer security fundamentals and concepts (VPN, firewall, antivirus); Cloud-based applications or networking; Operating systems principles and technologies (UNIX / Linux or macOS or Windows); Internet protocols and communication technology (TCP/IP, UDP, IPv4, IPv6, etc.) Writing scripts (UNIX / Linux or macOS or Windows); Administration or implementation of virtualization technologies like VMWare ESX or VSphere or Hyper-V; Antennas and RF signal propagation; RF communication systems or wireless (cellular) or satellite networks; Communication protocols and standards such as SIP, SS7, Bluetooth or infrared technologies.

Stream 2 - Technical Collection (Remote Access)

Candidates need to have 2 years of experience in at least three of the items below:


Operating systems principles and technologies (UNIX / Linux or macOS or Windows); Mobile file systems: Android or iOS (iPhones, iPads, etc.); Writing scripts (UNIX / Linux or macOS or Windows); Internet architecture (domain names, DNS and user agents); Internet protocols and communication technology (TCP/IP, UDP, IPv4, IPv6, etc.); Telephony communications systems such as PSTN, VoIP, cellular or satellite; Networking (architecture, switches, routers, etc.) and conducting network protocol analysis (e.g. Wireshark); Administration or implementation of virtualization technologies such as VMWare ESX or VSphere or Hyper-V.

Stream 3 - Operations (Close Access)

Candidates need to have 2 years of experience in at least three of the items below:


Computer security fundamentals and concepts (VPN, firewall, antivirus); Internet protocols and communication technology (TCP/IP, UDP, IPv4, IPv6, etc.); Performing analysis and troubleshooting with specialized instruments in a mechanical, electrical or electronic setting; Examine and review building plans or electrical design or mechanical design drawings; Analog or digital circuit design; Using knowledge of the electrical code as well as analysis of electrical schematics and installations in a practical setting; Audio or video data stream capture and distribution; Analyzing and troubleshooting electronic hardware or software or firmware Using lab instruments such as a multimeter, oscilloscope, spectrum analyzer, etc. Antennas and RF signal propagation; RF communication systems or wireless (cellular) or satellite networks.

International and domestic travel may be required depending on the work location. Selected candidates for Operations (Stream 3) may be required to complete and pass an assessment to determine their suitability to perform the type of work for this position. This may eventually include a physical ability evaluation, psychometric testing, and practical exercises/simulations.

The process involves a security interview, a polygraph, and a background investigation that includes credit and financial verifications. The use of illegal drugs is a criminal offense.
