Reporting to the Regional Director, the Regional Service Line Leader, Contract Services, is accountable for the quality of services the Contract Services service line delivers in the region. The incumbent awards tenders on behalf of DCC and carries out procurement planning activities. The incumbent is also responsible for managing internal and external risks (e.g. legal and reputational risks). The Regional Service Line Leader leads and exercises influence with staff in Contract Services and other service lines in the region, a wide range of Client Partners and industry. The incumbent promotes early program and project procurement planning, drives creative solutions for unique procurement and project problems, aligns competing interests and resolves conflict. The incumbent ensures DND\xe2\x80\x99s operational, legal and regulatory requirements are met, while respecting Treasury Board policies. The Regional Service Line Leader supports effective service delivery to meet service line key performance and business performance indicators. The incumbent also ensures quality systems are maintained and contributes to the development of service line policies and procedures. The Regional Service Line Leader leads a team of professionals and manages the human resources responsibilities for the team. The incumbent also manages the Client-Partner relationship. The incumbent develops creative solutions and ensures the service line supports collaboration, and quality and timeliness of deliverables.

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary

  • Review and approve contract initiation and award within delegated authority, make contract recommendations to the National Director, Contract Services, and Vice-President, Operations\xe2\x80\x94Procurement, and oversee all associated contracting activity (e.g. preparing procurement plans, writing solicitation documents)
  • Manage risks associated with contracting and ensure DCC complies with various policies and agreements (i.e. Treasury Board contracting policies, domestic and international trade agreements, competition law, the Procurement Strategy for Aboriginal Business, Comprehensive Land Claims Agreements)
  • Manage, with other service lines, environmental, safety, bidding and constructability risks
  • Meet regularly with internal and external clients and industry representatives to develop and maintain effective relationships, exercise positive influence and resolve conflict
  • Lead meetings and workshops for and give presentations to internal and external client groups to promote proactive procurement planning and the principles of sound public procurement
  • Coach, train and influence regional Contract Services staff and those in other service lines to ensure proactive and effective procurement planning by organizing and leading monthly regional service line conferences, delivering presentations at other service line conferences, delivering one-on-one coaching and training, and developing training tools
  • Assist National Director, Contract Services, in developing policies, procedures and tools for effective service delivery
  • Ensure quality standards are met, in line with corporate and Client-Partner expectations
  • Perform human resource functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance)
Other
  • Oversee and ensure timely and efficient delivery of services to meet all key performance indicators
  • Contribute to updating service line tools, processes and procedures
  • Other duties as assigned
SKILLS
General and Specific Knowledge
  • Best practices, methods, trends and legislation in procurement
  • Best practices and trends in strategic planning, risk management, financial management and human resources management
  • DCC and Client-Partner procurement processes and procedures
  • Government policies, trade agreements and external reporting requirements
  • Project and risk management principles
  • Health and safety management principles
Formal Education and/or Certification(s) and Experience
  • Minimum: university degree in engineering, architecture or law with eight years\xe2\x80\x99 relevant experience, or the equivalent
Abilities
  • Use applicable computer software and operating systems
  • Write proposals, technical texts and reports
  • Resolve complex problems with multiple stakeholders
  • Apply project and risk management techniques
  • Demonstrate business acumen, leadership and human resources management skills
DEVELOPMENT AND LEADERSHIP
  • Lead and develop direct and indirect reports
  • Lead regional project teams and collaborate with others nationally
  • Provide functional direction and advice to other employees and to Client-Partners
