The Regional Operations Manager reports to the Regional Director and provides high-quality, timely, efficient and effective business management and operational leadership with a regional focus and in accordance with corporate standards and industry practice. The incumbent manages risk, provides quality management services and carries out a variety of communications, financial and business management and corporate activities. The incumbent manages regional business development, may manage the standards for delegation of authority, and may act as the regional health and safety representative and/or regional security officer. The incumbent manages the region's human resources responsibilities and Client-Partner relationship. The incumbent develops creative solutions and ensures the region is focused on collaboration, and quality and timeliness of deliverables.

KEY AND PERIODIC ACTIVITIES



The duties and responsibilities listed below are representative but not all-inclusive:



Primary



Manage human resources responsibilities for the region (e.g. resource management, recruitment, employee relations, performance management, professional development) Direct human resources management of site managers and indirect human resources management of all site staff Coordinate delivery of corporate and regional human resources programs (e.g. Leadership Development Program, supervisor training, diversity and inclusion, workplace wellness and mental health) Oversee financial and business management activities for the region (e.g. budgets, corporate reporting, monitoring and management of corporate and business performance indicators) Manage or lead activities under regional and national service level arrangements Review and approve site service level arrangements, allocate and coordinate resources, generate and review site resource plans, support business units and sites, manage ClientPartner service delivery rating process Support corporate initiatives and participate in and share expertise at corporate meetings Oversee regional communications activities (e.g. related to Client-Partner management, service line and business management integration, stakeholder management, dispute resolution) Identify, mitigate, resolve and monitor regional risks Manage standards for delegation of authority, as required Act as regional health and safety representative and/or regional security officer, as required Develop and maintain effective relationships within DCC, and with industry, the ClientPartners and/or stakeholders

Lead and coordinate regional forums Act as champion for and/or participate in national and regional initiatives, as required Chair and/or be a member of national committees and working groups, as required Be member of Business Continuity Team Other duties as assigned

SKILLS



General and Specific Knowledge



Best practices, methods, trends and legislation in construction, engineering, architecture or environmental services Best practices and trends in strategic planning, financial management and human resources management Specialized knowledge of one or more DCC service lines Project, contract and risk management principles

Formal Education and/or Certification(s) and Experience



Minimum

: university degree in engineering, architecture, environmental studies, business or related field with eight years' relevant experience, or the equivalent

Preferred

: designation in one of the above fields, such as Project Management Professional

Abilities



Use applicable computer software and operating systems Apply project, contract and risk management techniques Demonstrate business acumen, leadership and human resources management skills

DEVELOPMENT AND LEADERSHIP



Lead and manage direct and indirect reports Develop succession plan and ensure region's viability

WORKING CONDITIONS



Typical office environment with regular travel within the region and to Head Office Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment

This position has been designated bilingual, where English and French are essential.

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.


DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints.
