Summary

Within the context of a client and family centred model of care and, in accordance with the Mission, Vision and Values, and strategic directions of Providence Health Care, the person promotes a safe, respectful, and civil working environment for patients, residents, families, visitors and staff.

Reporting to the Provincial Executive Director, BC Office of Patient-Centred Measurement, the Regional Manager, Strategic Patient-Centred Measurement Initiatives is responsible for leading and facilitating key BC Patient-Centred Measurement (BCPCM) initiatives from business case development to project delivery and operationalization. These activities include working with a wide range of regional and provincial government partners/contributors to identify opportunities to improve and continually modernize various business processes related to BCPCM core operations. Project requirements may include workflow analysis, project documentation, tracking risks, issues and mitigation, budget management, and coordination of project team members and a range of provincial and regional partners to ensure project deliverables are completed on time and on budget. The Regional Manager also assists in developing project implementation methodologies, supporting documentation templates, reports and evaluation of outcomes of initiatives undertaken in the portfolio, including regular status reports, annual work plans and Action Plans. Works with partners/interested groups across all levels of the province and inspires others to achieve goals and deliverables through facilitation, consultation, negotiation, effective communication, information sharing to achieve consensus and address potential barriers to success.

The Regional Manager is also responsible for providing mentorship and training to build problem-solving capacity and increase efficiencies for service delivery across BCPCM. Engages partners/interested groups across the organizations (to include external organizations and other provincial health authorities) to conduct analysis of current workflow patterns related to BCPCM data collection, reporting and knowledge translation, patient care experience results. Identifies alternative workflow processes, implements changes approved by the provincial BCPCM Steering Committee, Leadership Council or Ministry Executives, and evaluates the effectiveness of these changes. The Regional Manager supports the development, implementation and analysis of key BCPCM performance indicators in conjunction with the implementation of process improvement initiatives. Builds managerial strength in province-wide and local continuous process improvements including use of tools and data collection modalities, especially to engage with under-represented populations. Designs, develops and supports delivery of a variety of workshops and training packages and regional and local orientation programs related to BCPCM. Supports strategic deployment initiatives and provides leadership and guidance to leadership teams regarding the identification, prioritization, and implementation of process improvement opportunities. Liaises with various external agencies to exchange best practice innovations. Represents BCPCM\xe2\x80\x99s business needs and knowledge on associated committees and acts as a liaison for BCPCM, where appropriate.

Qualifications / Skills and Education

Education, Training and Experience
A level of education, training and experience equivalent to a Master\xe2\x80\x99s Degree in Health or Business Administration, or related field plus five (5) years\xe2\x80\x99 recent and related experience preferably in a health care or social services setting that includes project management and business analysis experience, facilitating and managing consultation processes with a wide range of partners/interested groups, or an equivalent combination of education, training and experience. Experience in the use of Lean continuous improvement and/or PMP certification preferred.

Duties and Responsibilities

1.In collaboration with the Provincial Executive Director, participates in the analysis and preparation of BCPCM Project Management documentation to support BCPCM strategic planning.
2.Leads the planning, development, integration, implementation, monitoring and reporting on the various phases of BCPCM work plans and/or Action Plans in order to manage the intersection and impact of related initiatives and projects. Ensures that initiatives are appropriately staged and coordinates the alignment of resources (change management, employee engagement, finance, communications, performance improvement, decision support, etc.) to ensure the capacity to execute.
3.Establishes detailed project charters, project plans and objectives, which include timelines and project deliverables. Makes decisions and recommendations regarding project scope and related changes required to facilitate a successful outcome.
4.Participates in the development of an effective governance structure to support the successful completion and implementation of projects and works with the Provincial Executive Director to ensure the project work plan is effectively resourced.
5.Leads the development of Business Cases and associated budget estimates/models.
6.Facilitates Quality Improvement initiatives related to BCPCM operational service areas (i.e., workflows/process design, CQI/lean analysis, cost/benefit analysis) by working with regional and provincial operational areas to analyze and document business requirement, develop business cases, and formulate actions/project plans to meet end business improvement needs and objectives.
7.Working with Project Sponsors, conducts cost analysis and budget estimates to meet project goals and objectives, monitors expenditures, identifies financial issues, and seeks to adhere to budget or take corrective action.
8.Executes project plan according to project methodologies, ensures successful and coordinated completion of project components, facilitates consensus with partners/interested groups as needed, and ensures readiness for project implementation.
9.Meets with partners/interested groups, explains parameters of project activities and seeks input as appropriate. Provides guidance and consult for team members on project activities.
10.Tracks project progress according to project plan, monitors and reports on the status of projects and major issues/obstacles encountered. Makes recommendations regarding projects scope changes, rationale for change, seeks consensus and proceeds as needed.
11.Coordinates and conducts research and prepares key reports such as briefing notes, issues papers, business cases, presentations and updates for the Provincial Executive Director, and other key partner/interested groups in support of selected organizational initiatives to ensure timely and effective decision making.
12.Communicates regularly with partners/interested groups, project sponsors and the organization on the scope and status of the project, benefits to partners/others, obligations and responsibilities and changes in processes. Ensures questions and concerns are addressed in order to achieve buy in.
13.Implements and/or contributes to the implementation of effective processes and documentation to assess project risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the project.
14.Identifies and supports resolution of project risks and/or issues for successful project/initiative completion.
15.Provides leadership, facilitation, coordination and/or support as required to organizational committees, planning groups and operational/implementation groups. Establishes positive working relationships in order to ensure successful outcomes and cooperation from others on the project.
16.Provides leadership and managerial support for BCPCM project managers, analysts, and coordinators. Determines the staff complement for assigned area in consultation with the Provincial Executive Director. May be involved in selection, supervision and evaluation staff to ensure effective performance of duties as applicable to project. Develops and promotes flexible and sustainable education and training strategies and works with project team to gain commitment to implemented processes.
17.Develops and executes project evaluation processes for outcomes measurement, benefits evaluation through data collection and analysis.
18.Integrates the mandate of the project plan with existing operational services and programs where possible, in order to strengthen project change management and ensure responsible use of human and fiscal resources.
19.Performs other related duties as assigned.
