Salary band: $65,325 - $81,656/year

The incumbent will be responsible for implementation of the Emergency Management program and response priorities across the Yukon. The role is responsible for ensuring alignment and implementation of operational priorities including a focus on capacity to respond to people affected disasters. During an emergency response, the Manager BCY EM will assume a key leadership role. In collaboration with Senior Manager and Director BCY EM, the Manager BCY EM assists in disaster planning and preparations alongside government partners and agencies and is a key interlocutor in the CRC\xe2\x80\x99s role in health emergencies; agreement building, and maintaining strong relationships at provincial, territorial, regional, and/or local levels, as assigned.

In this role, you will:

  • Participate and contribute to annual operational budget and planning requirements with particular emphasis on risks relevant throughout BC & Yukon.
  • Lead workforce planning assessments related to volunteer capacity through input from the EM Coordinators.
  • Oversee volunteer sourcing initiatives to achieve set targets within an assigned geographic area as part of the defined recruitment strategies and tactics.
  • In collaboration with the Training Coordinator, identify regular and response specific training needs and implement training plans across the province/geography.
  • Implement Red Cross emergency response plans in The Yukon Territory.
  • Ensure 24/7 response capacity throughout Province/Territory or Geography to ensure emergencies response capacity.
  • Monitor service delivery and identifies gaps in different services, paying close attention to agreement areas.
  • Ensure that programs remain accountable to beneficiaries through following CRC risk management, monitoring, and evaluative feedback processes and standards.
  • Develop and maintain key strategic and operational relationships with external partners, as assigned by the EM Senior Manager, Director, and other applicable managers.
  • Contribute to a healthy and safe working environment and other organizational initiatives in the workplace.
  • Work with Supply Chain Management, Logistics team to ensures vendor and supplier agreements are secured to operationalize readiness, response, and recovery activities.
What we are looking for:
  • Completion of a bachelor\xe2\x80\x99s degree in a related field, and a minimum of 5 years of job-related work experience in Emergency / Disaster Management or Community Development or Social Sciences, or an equivalent combination of education and experience. Graduate degree considered an asset.
  • Language \xe2\x80\x93 must be able to read, write and deliver services as appropriate to the operation in English or French. Additional languages considered an asset.
  • Strong understanding of current Emergency Management systems, practices, protocol.
  • Leadership and supervision skills and experience: ability to manage change, motivate team members, manage teams effectively, demonstrated ability in prioritization of responsibilities, able to give clear instructions and delegate, ability to problem solve, provide coaching and feedback to personnel.
  • Conflict Resolution Skills: active listening, mediations/negotiation, developing solutions & options with a win/win approach, appropriate assertiveness toward problems, managing emotions.
  • Coordination skills: champion collaborative opportunities, flow of information, strategic thinker, facilitation/mediation, meshing work plans/prioritizing.
  • A proven track record of working with diverse populations, and multicultural and Indigenous settings.
  • Demonstrated program planning and evaluation skills including strong organizational and time management skills.
  • Ability to adapt to changing circumstances.
  • Proficiency in Microsoft Office applications (Word, Outlook, Excel, Power Point) is required.
Working conditions:
  • The majority of the work is performed in an environment which is mostly clean and comfortable.
  • Able to work non-traditional hours and extended hours and respond to after hour emergency/disaster related requests.
  • Must be available to travel to response/recovery operations as required.
  • Potential for responding to disaster areas, as well as difficult and unstable conditions (environmental, physical, social, etc.) and uncomfortable conditions (noise, odors, smoke, humidity, vulnerable beneficiaries). If working in a response site, health and safety considerations will be outlined prior to the assignment.
  • If driving for society business, a valid driver\'s license is required with a satisfactory drivers\xe2\x80\x99 abstract.
