The Community Planning Services Branch has eight regional centres across Manitoba. The branch delivers professional and technical planning services to local planning authorities, northern communities, and the public. It carries out the responsibilities delegated to staff under The Planning Act and The Municipal Act, which includes authority to approve subdivisions and the closure of public reserves, and process annexation requests from municipalities.
Conditions of Employment:
Must be legally entitled to work in Canada
Must possess and maintain a valid full stage Manitoba Class 5 driver's license
Must be a member of, or eligible for, Membership in the Canadian Institute of Planners
Must be able to travel to early morning and evening meetings throughout the province, as required
Must be willing and able to work overtime, as required
Qualifications:
Essential:
Post-secondary degree preferably at the master's level, in Planning, Geography, Environmental Studies, Agriculture or Public Administration together with related work experience or an equivalent combination of education and experience.
Working knowledge of land use planning, including subdivision approval, obtained by experience working in a planning office in the private sector, public sector, or not-for-profit sector.
Leadership skills and experience in managing, directing and supervising others.
Project management skills including: teamwork; facilitation and problem solving.
Strong verbal communication skills demonstrating the ability to clearly articulate ideas effectively to a variety of audiences.
Strong written communication skills in creating reports, briefing notes and memos that are consistent at a professional level and demonstrate the ability to present complex planning issues and recommendations clearly and concisely.
Well-developed interpersonal skills that facilitate effective working relationships with office colleagues, other departments, municipal and senior government officials and business/industry.
Ability to handle sensitive issues with tact and diplomacy with the demonstrated ability to solve problems through negotiation, consultation, and collaboration.
Desired: Experience building relationships with Indigenous people and implementing the principles of reconciliation.
Experience with geographic information systems and mapping.
Duties:
Reporting to the Director of Community Planning, the Regional Manager is a leader responsible for the regional community planning office in providing professional land use planning services to support sound decision-making by municipalities, planning districts, and landowners. The position provides advisory services to provincial departments and the public with respect to land use and development projects, applications and interdepartmental initiatives.
